Job Description
JOB SUMMARY

This position is responsible (with guidance from supervisor) for business, analysis, economic and/or financial evaluations and/or decision modeling related to:  Fuel and Transportation strategic and tactical planning, special projects, requests for proposals and award of fuel supply contracts, preparation of and variance analysis of fuel budgets, utilization of price forecasts, establishing inventory targets; and necessary support of information systems for all the above to ensure both near and long-term competitive fuel prices in the production of electricity while balancing system reliability/risk and maintaining cost-effectiveness and environmental compliance.  

The incumbent is responsible for selecting appropriate analytical methods to achieve goals and objectives within a tight schedule with guidance from the supervisor.  

JOB DUTIES

- Development of strategic and tactical plans to ensure competitive fuel prices in future production of electricity balancing system reliability and risk while maintaining cost effectiveness and environmental compliance.
- Developing supply plans to be used in the execution of purchases and delivery of fuels to plants and terminals.  
- Preparation of budget forecasts and variance reporting for management review and approval.  Assist in tracking fuel expenses.
- Preparation of analytical/financial analysis and evaluations/recommendations for all Requests for Proposals, contract renegotiations and other special projects regarding coal, barge and rail transportation, terminals, limestone, reagents, leasing of rail cars and other services as required by FPG for award of fuel supply related contracts.
- Provide assistance and support in technical and analytical expertise necessary to utilize fuels and emission allowances price forecasts to be used in pricing system dispatch, executing buy/sell decisions, market analysis and planning, generation forecasting and long-term planning, budget projections, capital spending planning, etc.
- Utilize and maintain models used in fuel information management, inventory management, coal quality evaluation, option pricing, etc.
- Assist in establishing cost and risk effective coal inventory targets.
- Interact with BPT, TPS, CFO and others to develop fuel supply risk management strategies and promote off-system sales.
- Assist in areas of Fraud Risk Assessment and compliance with Sarbanes-Oxley Act.

ELIGIBILITY FACTORS

Bachelor of Science/Arts degree in economics, business, finance, or equivalent. MBA or equivalent highly desired. One to four years experience in business analysis, economic and/or financial evaluations and/or decision-modeling/analysis desired. Experience in fuel supply analysis, fuel acquisition, trading and/or marketing desired. Budget preparation and variance reporting background desired.  Intermediate to high level of computer/personal computer skills. Experience using MS Access or advance Excel. Knowledge of database reporting such as Crystal Reports and experience in IT techniques and tools a plus. Good communication and writing skills. Ability to work independently as well as in team environment. Strong interpersonal skills.
