Job Description
  Overview:

 

The Environmental Analysts position requires excellent judgment, professional and project management skills to conduct or assist with projects and tasks under the implementation responsibility of Mirant Mid Atlantic's Environmental Department to achieve environmental compliance at all Mirant Mid Atlantic facilities. Main responsibilities include conducting and/or coordinating studies and programs relating to overall environmental compliance, site investigations, response actions, and implementation of the company environmental management system and policies.  These responsibilities require an experienced working knowledge of the federal CWA, CERCLA, RCRA, SARA, OPA, CAA, SDWA and storage tank regulations along with all parallel Maryland regulations. The selected candidate will conduct and/or assist in the preparation/coordination of CWA compliance program, audits, studies and evaluations, toxic/hazardous material use reduction planning, hazardous material storage requirements, facility audit/inspection programs, hazardous waste operations program, recycling programs, and limited air related compliance issues.  Duties will also include the preparation/analysis of hazardous material/waste inventories and inspection processes, facility response/contingency plan preparation, inspections training, exercises and audits, and evaluations and filings under federal and state spill response, and right to know regulations. The Environmental Analyst will be required to act as liaison between company and regulatory agencies on environmental matters and to prepare data, reports, and procedures for company use or submission to environmental agencies and to assist in the research and preparation of documentation for environmental licenses for company projects.  Participates in the development and implementation of corrective measures associated with existing or potential environmental performance and/or compliance issues. The selected candidate will advise the Plant Management and the Mirant Mid Atlantic Environmental Manager on proposed and adopted Federal, State and local statues, regulations, policies and bylaws and other actions as they pertain to environmental protection associated with the Mid Atlantic assets.  Shall assist or prepare environmental compliance training programs/modules, provide or arrange for required environmental training of station personnel.

 

Environmental Analyst performs these functions safely, reliably, efficiently, and in full compliance with all applicable laws, regulations, policies and procedures.



Responsibilities:

The candidate will be responsible for supporting Mirant Mid Atlantic's environmental programs, Mirant Mid Atlantic's day-to-day operations with a focus on Mirant Mid Atlantic environmental compliance programs and the following areas:

  • Support the Mid Atlantic Environmental Analyst's and Mirant Mid Atlantic Environmental Manager in all aspects of directing power plant personnel to understand and achieve environmental compliance.
  • Support and coordinate with management of the facility and Mid Atlantic Environmental organization on regulatory interpretation, timely internal and external reporting, and overall environmental compliance.
  • Direct internal support groups and environmental consultants in permitting work required by regulatory or legal requirement, permit or company policy/program.
  • Conduct internal environmental audits and incremental inspections of facilities with feedback meetings and internal reports on findings.
  • Provide emergency call in support in the event of an environmental emergency or a facility event that requires environmental agency notification.
  • Implement, support and foster use of Mirant's Environmental Management System by each facility.
  • Represent Mirant in appropriate environmental forums, both inside and outside of company.
  • Compile and submit or review reports as required in accordance with the regulatory requirements of SARA Title III, NPDES, TRI, SDWA, CAA, tank and other facility specific environmental permits or regulatory obligations/requirements.
  • Audit and update internal plans required for oil/chemical spill contingencies, oil/chemical spill containment planning, hazardous waste compliance, environmental management, and internal environmental reporting.


Qualifications:

Qualified Candidates must have knowledge and experience with the following:

 

Education:

  • Required:  B.S. in Environmental Science, Biology, Aquatic Biology, Chemistry, Engineering or related discipline
  • Professional certifications and/or licenses desirable

Experience: 

  • Minimum of five (5) years environmental science or environmental engineering experience related to power plant operations or environmental compliance and permitting.
  • Experience in dealing with environmental regulations, environmental enforcement agencies, environmental consultants, environmental attorneys, and environmental research & development organizations.
  • Experience with federal/state water, hazardous/regulated waste and materials regulations, remediation, and storage tanks.
  • Possession of Maryland Water, Wastewater and Industrial Wastewater Operators license or the ability to obtain the required licenses within two years of selection.
  • Developing compliance schedules and planning meetings to achieve required schedule.
  • Environmental Management System implementation with self audits and evaluations.

Other Requirements:

  • Must have excellent oral and written communication skills.
  • Must have excellent computer skills.
  • Ability to perform effectively in team environment without close supervision and manage multiple projects. Travel requirements will vary, with a minimum to other Mirant Mid Atlantic business unit facilities.
