We operate an integrated asset management and energy marketing organization from our headquarters in Atlanta. OVERVIEW: The Mirant Piney Point Pipeline LLC owns and operates a 51.5-mile DOT jurisdictional heated oil pipeline. This senior engineering position working with the pipeline staff provides essential support to the Pipeline Manager to assure operational integrity, for safe management of operational risk and to maintain strict compliance with the DOT hazardous liquid pipeline regulations under 49 CFR part 195 and the state of Maryland COMAR and all other industry codes and standards incorporated by reference. In addition the Mirant Piney Point Pipeline LLC provides regulatory, technical, engineering, operational and maintenance support to the four Mirant Mid-Atlantic Generating Stations for the NON-DOT Storage Tanks and Above Ground Piping Integrity Management Plan (IMP). The engineering position working with pipeline staff ensures compliance with the NON - DOT IMP that includes local, state and federal rules and regulations specific to the safe and reliable operation of above ground storage tanks and associated piping. This position reports to the Manager of the Piney Point Pipeline LLC.
Responsibilities: - 1. Project Management - Provides analytical and engineering strategic/project management services to support and maintain the continued safe and reliable operation of the DOT regulated piping system and NON-DOT IMP. Perform engineering evaluations and analyses to define design changes and upgrades as necessary for continued safe operations or in response to code changes for the NON-DOT IMP and the DOT regulated pipeline including capital improvement / design modifications. Develop and direct implementing capital and large maintenance projects by obtaining funding through the Mirant budgeting process, contractor management, and engineering oversight. Directscontract personnel as requiredfor the installation of equipment and modifications for code compliance,to meet regulatory deadlines and to maintain quality. Organizes and control resources and expenses for capital projects,monitors schedule, materials, equipment, and construction costs.
- 2. Engineering Liaison - Work closely with the Senior Engineer Production Services (matrixed to the Piney Point Pipeline LLC) to ensure continued compliance with the DOT and NON-DOT IMPs.
- 3. Regulatory Liaison - Serve as the Mirant Piney Point Pipeline liaison with local, state and federal regulatory agencies during specific project management activities.
- 4. Field Supervision - Directs and supports implementation of engineering activities required by Mirant's Integrity Management Programs (IMPs) listed under the management of the Piney Point Pipeline LLC. This includes routine piping smart pig inspections, analyses of inspection results, conducting field inspection/evaluation digs, API 653 tank inspections, and API 570 piping inspections. Supports the ensuring assessing future risks and reporting results to regulatory agencies as required. Prepares detailed design and engineering "work packages" and contract documents for implementation of pipeline modifications and improvements. Performs detailed competitive bid comparisons for the selection of contractors..
- 5. Technical Support - Provides technical recommendations to the engineering and operations managers based on condition assessment results, analyses of abnormal operating events, IMP findings,and evaluations of federal and state rule changes and additions. Maintain pipeline breakout tank (10) integrity, implementing the API 653 oil storage tank inspection and repair requirements. Conducts investigations and evaluations and provide written technical responses to formal inquiries in response to DOT and State pipeline regulators. Manages preexisting DOT pipeline, tanks and piping risk conditions including internal and external corrosion, deformations, and wrinkles. Reviews pipeline technical drawings, schematics, flow diagrams, descriptions, specifications, calculations and plans for technical accuracy, cost effectiveness and suitability with respect to operation, maintenance, safety, reliability, environmental and regulatory requirements.
- 6. Experience - Has relevant engineering experience in the design, maintenance and operations of a regulated hazardous liquid pipeline system and Non-DOT tanks and piping (oil, water and chemical tanks).
- 7. Training - Trains and educates Mirant and contract personnelwith respect toactivities and elements included in the two IMPs under the management of the Piney Point Pipeline.
Leadership - Provides engineering and management leadership for the initial checkout, calibration, and commissioning of any newly installed equipment. Provide engineering guidance, development and management of any decommissioning/out of service activities of all regulated assets under the control of the Piney Point Pipeline LLC.
Qualifications: - Seven (7) or more years experience in the tank farm management, liquid pipeline owner / operator business or with federal or state pipeline regulatory agencies or equivalent combination of education and experience.
- Possesses a strong working knowledge of and experience implementing the Federal DOT/OPS liquid pipeline rules and industry codes including ASME B31.1, API 1104, API 650 & 653, API 570 etc.
- Experience dealing with Legal and Environmental issues and for obtaining permits for construction and repairs.
- Bachelors of Science degree in Mechanical or Petrochemical engineering.
- Extensive knowledge of Federal pipeline systems, above ground tanks and associated piping regulations. Knowledge of industry codes with direct experience and responsibility for developing and implementing the DOT and Non-DOT Integrity Management Program (IMP) rules.
- Demonstrated ability for Project Management and providing technical support to engineering consultants and coordinating with Mirant Engineering.
- Active participant in pipeline and tanks industry including regulatory conferences, seminars, training programs, etc.
- Familiar with smart pig vendor In Line Inspection software programs, API 653 tank inspection requirements and piping inspection programs.
- Ability to meet DOT Operator Qualification (OQ) certifications in various operations and maintenance activities.
- Ability to work rotating shift work, holidays, weekends and overtime
- Familiar with MSWord, MS PowerPoint and MS Excel and Project Management software programs
- Possess a valid jurisdictional driver's license
- Excellent communication skills (verbal and written) and time management skills
- Ability to handle multiple tasks and work under pressure
- Ability to meet (on an annual basis) appropriate physical evaluations identified by Health and Safety as prerequisites to performing certain task and training activities
Preferred: - Twelve (12) or more years of hands-on engineering experience with lead engineering responsibilities for ensuring compliance with IMPs for above ground tanks and associated piping, and DOT regulated pipeline systems.
- API 653 and API 570 inspectors certification for performing inspections, developing work plans and writing reports.
- Experience in managing corrosion risk in tanks and piping.
- Masters of Science degree or PE in Mechanical Engineering (with a metallurgical engineering background) and NDE experience.
- A member of an API , ASME, NACE or other industry code committee or working group
PE Engineering. NDE level II or greater certification. - Maintains an active network with the tanks, piping industry, and regulatory engineers for the purpose of providing "benchmarking" perspectives.
- Experience with Natural Gas Piping as well as Meter & Regulation Stations.
- NACE Certification and/or experience working with SSPC standards.
- Experience with Internal Corrosion Control Programs for Pipelines & Tanks.
Other Essential Job Requirements and Working Conditions: Travel: Frequent local travel will be required within the Mirant Mid-Atlantic (MIRMA) territory. This includes four generating stations: -Chalk Point Station, Aquasco, MD -Morgantown Station, Newburg, MD -Dickerson Station, Dickerson, MD -Potomac River Station, Alexandria, Va. The vast majority of the travel will be at various points along the 51.5 mile pipeline Right Of Way (ROW) located in Southern Maryland Travel to the Mirant Operations Center (MOC) located in New Carrolton, MD, MD PSC offices in Baltimore and various consultant offices and equipment supplier offices will be required.
