STARTUP MANAGER I Manages and supervises the startup activities on one or more projects or for a global business unit. Plans and directs startup assignments on the project(s). Technical responsibility for organizing, executing, and coordinating these assignments. Makes day-to-day decisions within assigned area or project and makes recommendations to department or project management regarding policy and procedure. Responsible for review of project designs and recommendation of changes to design so that projects are safe and operable. May direct startup operations on a project at the jobsite location. Global business unit startup managers are responsible for oversight and coordination of multiple projects within the global business unit. Responsible for the startup and/or operations activities on a small- or medium-sized project, or designated portions of a large project, as assigned. Assists in preparation of project proposals. Directs the preparation of portions of or assists in the preparation of operations manuals. Supervises and provides technical guidance to personnel assigned to projects or tasks within area of responsibility. Broad working knowledge of industry and regulatory standards and facilities operations criteria pertinent to the activities supervised. ESSENTIAL JOB DUTIES: Monitors assigned field startup and operations activities, which may include plant operability, coordination with contractors during field check out and pre-commissioning and testing and execution of the startup in the field. Ensures that work being performed is within scope of services and contract requirements. Provides input to ensure startup requirements are incorporated into project activities, including review of designs and construction to ensure plant operability and operating personnel safety. Coordinates with client representatives to obtain approval on work as it is accomplished. Mechanical Startup Engineer duties include verification of large air handling, heating and cooling systems installations and operability. Electrical Startup Engineer duties will include verification of contractor installations and testing, and maintaining a current knowledge of energized distribution systems and areas in operation. This combined position includes coordinating with other disciplines and organizations to coordinate and execute a plan to complete all electrical and mechanical testing activities including component level, system level and integrated facility level testing. Development of documentation for system turnover including development of area turnovers to provide for partial beneficial occupancy of client personnel as portions of the airport terminal are completed. Participate in development of the project turnover schedules and coordinating integrated system/unit testing with operational areas of the airport terminal. Participate in system turnover walkdowns, both Construction and Client turnovers, including development, tracking and resolution of punchlist items. Provide assistance to the contractors training group on the project in the development of training program material intended for classroom and OJT training of client personnel. Review detailed startup plans, procedures, and schedules for the project commissioning activities. Act as the primary commissioning and startup contact for the contractor and client facility operations department. Work hours as required, including shift work, overtime, weekends and holidays as necessary to support the project. Expected assignment duration is approximately 12-18 months at the McCarran Airport Terminal 3 jobsite in Las Vegas, Nevada. The project is the installation of the new terminal three at the Las Vegas McCarran Airport, LAS, for the Clark County Department of Aviation. JOB KNOWLEDGE/REQUIREMENTS: Extensive technical knowledge of startup and plant operations within a type of industry. A minimum of five years experience with commissioning of mechanical and electrical systems and components with a comprehensive knowledge of heating and ventilation systems such as may be installed in large commercial buildings, hotels or office buildings. Knowledge of engineering systems and calculations, applications of both engineering and startup methods, and knowledge of application of computers to engineering problems. Extensive knowledge of administrative practices including cost and scheduling. Extensive knowledge of precedents in the startup and operations areas and a broad knowledge of principles and practices of related areas. Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing. The above is normally acquired through: A recognized degree in an engineering or scientific discipline from an accredited college or university, or A professional license in an engineering discipline from a recognized licensing board, or Specialized courses in relevant general engineering, or an appropriate engineering discipline, or Broad, progressive work experience including supervisory or multi- discipline experience in startup, operations, or other relevant experience in design engineering, construction, field engineering, or plant operation in power, industrial, or process facilities. Skill in oral and written communication. Strong interpersonal skills, able to interact closely and frequently with contractor, project managers, client management, facility operations and maintenance personnel while maintaining necessary levels of commercial awareness. Knowledge of Bechtel's administrative practices. Responsible for the startup and/or operations activities on one or more major projects, designated portions of a large or complex project, or multiple smaller projects. Plans and at times directs startup engineering assignments. Assists, as directed, in the preparation of project proposals. Prepares or directs the preparation of operations manuals. Supervises and provides technical guidance to subordinate supervisors or startup engineers assigned to projects or tasks within area of responsibility. Broad knowledge of industry and regulatory standards and facilities operations criteria pertinent to the activities supervised. ADDITIONAL REQUIREMENTS: Valid Driver's License a must. Must be currently authorized to reside and work in the United States. Must have the ability to pass a FBI fingerprint (background) check to receive an Airport Security badge, which is essential to employment. Airport construction project experience preferred. Candidate currently residing in Las Vegas, NV is requested. | |
