SENIOR COST ENGINEER II Supervises cost estimating, analysis, and control activities. Supports project organizational and administrative activities. Identifies cost trends for management attention. May review invoices for correct collection of revenue. Responsible for cost engineering, cost estimating, and cost analysis/control activities for small to medium size projects. Project Description Strategically located midway between Abu Dhabi and Dubai in the United Arab Emirates, the Khalifa Port & Industrial Zone (KPIZ) is a mega- scale, USD7 billion project, which is underpinning Abu Dhabi's plan to diversify its economy through the development of new industries. The KPIZ development covers an area of 60km2 and consists of a manmade port island located 4.6km offshore, which is linked via causeways and bridges to an onshore port and a mega-scale industrial zone. Bechtel is undertaking the role of Program Management Consultant for the project which is scheduled for completion in late 2012. General Job Description Reviews design scope criteria and quantities for completeness and reasonableness, and coordinates with the project to develop additional estimating bases when information is incomplete. Reviews or assists in reviewing proposal provisions related to cost engineering and material control and develops supporting data for contract negotiations. Applies material unit rates to quantities. Manages verification of contractor invoices. Interfaces with designated Bechtel management and client counterparts for specific cost presentations. Participates in developing presentations on designated subjects. Performs the timely preparation of cost estimates. Performs productivity analysis of construction operations and verifies results. Reviews change order estimates for reasonableness. Coordinates the pricing structure or criteria that will be used by each discipline or specialty to meet the objectives of the cost estimate. Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk. Prepares or reviews distributable and/or contractor? indirect cost estimates, and develops the basis for temporary facilities, miscellaneous construction services, construction tools and equipment, non-manual manpower, startup services, payroll taxes and insurance, camp facilities and operation, and other field office costs, when applicable. Prepares cost studies utilizing historical data, statistical analysis, and cost & quantity comparisons. Prepares cost trend estimates in support of project cost trend program. Assists in developing unit job hour and pricing data for a specific discipline or other specialty. Performs data analysis, identifies problems, and makes recommendations. Position Skills Advanced MS Excel skills and experience using cost estimation and risk analysis software Familiarity and understanding of project execution process Able to read and interpret contract terms, conditions and specifications Ability to perform collection and analysis of data organizing it in a standard work breakdown structure Demonstrated experience and ability to use multiple cost estimating methodologies and cost modeling applications. Other Remarks/Qualifications B.S. or equivalent degree in Engineering or Business from an accredited university Cost Engineering Certification preferred Relevant experience in major projects in the infrastructure or energy industry Experience in similar position on the PMC's organization preferred. | |
