SUPERVISING CONSTRUCTION ENGINEER I Responsible for the organization and direction of construction engineering personnel and activities relating to construction engineering, subcontracts, and engineering liaison to the design functional group. Interprets design drawings and specifications. Supervises field verification of materials. Provides technical direction to construction engineers and superintendents in a wide range of construction engineering and design functions relating to multi- discipline engineering in an area or to a single discipline on the overall project. On a medium to large-sized project, performs the duties of a lead engineer in an area, coordinating and directing a variety of disciplines, or performs duties as a Project Field Engineer or Project Field Quality Control Engineer, coordinating activities related to the operation of assigned operating section of the jobsite. Project Description Strategically located midway between Abu Dhabi and Dubai in the United Arab Emirates, the Khalifa Port & Industrial Zone (KPIZ) is a mega- scale, USD7 billion project, which is underpinning Abu Dhabi's plan to diversify its economy through the development of new industries. The KPIZ development covers an area of 60km2 and consists of a manmade port island located 4.6km offshore, which is linked via causeways and bridges to an onshore port and a mega-scale industrial zone. Bechtel is undertaking the role of Program Management Consultant for the project which is scheduled for completion in late 2012. Position Duties/ responsibilities The Assistant Resident Engineer (ARE) will be responsible for the contract administration and control of the offshore building construction of Contract 1001-261 for Offshore Civil and Buildings under the supervision of a Resident Engineer at the Khalifa Port and Industrial Zone (KPIZ). This will include numerous offshore port administration buildings, maintenance structures, warehouses, security, harbour master and pilot facilities and sewage pumping stations. The ARE will ensure contractors perform their work safely, to the required quality standard, schedule and cost. The ARE will be responsible for the site approvals of contractor's method statements, risk assessments, HS & E submissions. The ARE will assist the RE to administer the contract and provide the primary daily and weekly interface with the contractor's site team. The ARE will also provide technical direction to the construction engineers in their team with the assistance of the Field Engineering Manager, and career development and training to the less experienced construction engineers within the team as required. The essential job duties of the ARE will be: The Resident Engineer (RE) will be responsible for the full contract administration and control of the construction of the infrastructure for Contract 1001-263 for IZ Area A ME & S Infrastructure at the Khalifa Port and Industrial Zone (KPIZ). This will include numerous offshore port administration buildings, maintenance structures, warehouses, security, harbour master and pilot facilities and sewage pumping stations The RE will ensure contractors perform their work safely, to the required quality standard, schedule and cost. The RE will be responsible for the site approvals of contractor's method statements, risk assessments, ES&H submissions. The RE will administer the contract and provide the primary daily and weekly interface with the contractor's site team. The RE will also provide technical direction to the Assistant Resident Engineers and Section Engineers in their team with the assistance of the Field Engineering Manager, along with career development and training the less experienced engineers within the team as required. The essential job duties will be: Administer the contract package providing technical direction and approval of site works, ES&H standards, design reviews, construction works, quality and schedule, as builts, testing and commissioning, training, final acceptance, measurement and payment, variations and claims. Provides primary interface with contractor? site team, through daily and weekly meetings. Provides management reporting including verification of work done. Reviews construction drawings and schedules. Reviews contractor's temporary work drawings, method statements and risk assessments. Manages the site co-ordination and ensures works are built to the required milestone requirements. Assists the Asst. Resident Engineers in interpreting the design drawings and monitoring and inspecting the works. Represents the company in contractual discussions and negotiations. Manages the preparation of construction estimates, cost studies, schedules and budget. Analyzes work activities to understand scope, time and manpower requirements required by the contractor. Reviews and inputs into project planning and scheduling documents on progress. Ensures works are built to the specified standards and quality. Provides personnel evaluation of assigned personnel. Identifies training and development for assigned personnel. Ensures application of relevant project procedures and processes and where applicable BSAPs and SWPP's. Attends and inputs to senior management client and services authorities meetings as required. Coordinates with relevant government services authorities management , and specialist ME's agencies and Consultants / Contractors Position Skills Requires demonstrated ability to supervise a construction package and interface with multiple functions Able to provide workable recommendations and advice to client management on design-build issues, impediments to construction progress and improvement / optimization efforts Able to effectively interface with and manage contractors Requires demonstrated ability to effectively communicate, both orally and in writing. Other Remarks/ Qualifications B.S. or equivalent degree in Engineering from and accredited university Relevant experience in major projects in the infrastructure or energy industry, including project management work on major projects of similar scale, scope and complexity. Experience in similar position with the PMC's organization preferred. | |
