Job Description

Special Instructions:

This Position is responsible for receiving notifications of chemical and petroleum spills in the NSP Minnesota service territory and ensuring proper reporting, response, cleanup, and documentation. Position also supports internal customers in Minnesota, Wisconsin, North Dakota and South Dakota with compliance issues related to tanks (above and under ground), spill prevention, risk management planning, and general environmental training.

Some travel is required. Excellent interpersonal and group communication skills along with demonstrated ability to effectively manage multiple priorities essential.

Position Summary:

Implements and administers environmental monitoring and compliance programs, secures and renews permits and licenses, and works on matters that may be somewhat difficult in nature, moderately complex, and varied. Under general supervision, provides technical support, assessment, and execution of the corporate environmental protection programs and policies. Possesses knowledge and exercises judgment related to application of fundamental environmental program theories, techniques, concepts, procedures, and practices.

Essential Responsibilities:

Percent of Time

a)

Prepares environmental procedures and programs designed to maintain compliance with existing federal, state, and local regulations, licenses, and permits pertaining to environmental control at the plant. (Major compliance areas may include air, water quality, and land quality; liquid and solid waste management and disposal, above ground and underground storage tanks, radiation, emergency plans, DOT compliance with pipeline and transportation.)

b)

Designs and implements monitoring programs. Performs in-depth environmental reviews and assessments to facilitate compliance with applicable regulations and to minimize risk and liability to the corporation.

c)

Maintains records as required to comply with environmental requirements and policies

d)

Provides onsite audit and regulatory inspection support. Researches non-compliant conditions, and assists others in preparing responses to regulatory agency inspection concerns and internal audit findings and recommendations.

e)

Provides formal regulatory required and requested environmental technical training and guidance to facility personnel and outside contractors to promote environmental compliance.

f)

Provides assistance to emergency environmental incidents as requested.

g)

Remains current on new regulations and legislation as they are promulgated and assists facilities in making necessary modifications to procedures, processes or operations to comply.

Works to implement programs within budget, time and regulatory constraints.

Minimum Requirements:

Level II:
BS/BA in environmental science, engineering, applied science, or related fields and two years of professional experience in areas of environmental or applied science.

(Note: An Associate college degree in areas of environmental or applied science and three (3) years of progressively more responsible environmental related work experience may be substituted for the education portion of the requirement.)

Level III:
BS/BA in environmental science, engineering, applied science, or related fields and four years of professional environmental related work experience.

Level IV:
BS/BA in environmental science, engineering, applied science, or related fields and six years of progressively more responsible environmental related work experience including, but not limited to environmental regulations, remedial procedures, audit procedures, and power generation processes. Demonstrated skills in technical writing, verbal communication, and negotiations.

(Note for levels III & IV: An Associate college degree in areas of environmental or applied science and three years of progressive responsibilities in related work experience may be substituted for the education requirement. The following additional advanced education in the field can be substituted for related work experience: MS/MA/MBA = 2 years; PhD/J.D. = 3 years.)
