Job Description
NOTE: This position will report directly to the Manager - Utility Health & Safety once it is filled. There are two positions available.

The primary role of the Process Analyst is to provide administration, training and detailed analysis of common root causes for accident and incident prevention through improved health and safety program design and development; standardization of measures and matrix’s that meet or exceed industry standards across Utility operations. Manage and implement communication of health and safety knowledge and intelligence to LOB H&S Coordinators and management team. Provide design requirements for and manage health and safety information forums i.e., websites, AIM’s database; records and information management systems. Perform in-depth detail data analysis and review to provide value added real time information access. Create, provide and implement innovative business solutions for H&S Coordinators and end-user clients through effective application of various reporting needs and scorecard measures. Document, maintain and record various reporting mechanisms, and proactively provide potential solutions to arrive at new and improved standards of health and safety. The Analyst is expected to maintain an expert level of knowledge about the health and safety program, measures and matrices, so they can provide advice and guidance about what is possible and how long it will take to close identified health and safety gaps:

•Manages and provides expert advice on, the selection, design, justification, implementation and business use of health and safety information systems.
-- Evaluate, select, implement, and manage effective health and safety programs, measures and standardizations.
•Conduct data and information analyses and provide value-added solutions to support the H&S Coordinators, local and department wide safety councils and the end-user LOB division clients.
•Maintain and secure and ensure completion of all OSHA documents and logs and reporting documents for the Utility including ensuring the updating of the AIM’s database for all recordable and non-recordable incidents and accidents.
•Acquire, evaluate, and disseminate value-added health and safety business intelligence in support of improved business process solutions.
•Track, provide and support audits, FQA’s and SLIM reporting recommendations and requirements.
•Research external programs, trends, products and best practices to provide improved internals standards.
•Provide weekly, monthly, scorecards update reporting as required by management team and H&S Coordinator, LOB business units and other periods.
•Research trends, products, review and analyze utility data and best practices against external benchmarks data and practices for improved process and program recommendations. Proactively identifies current and emerging business needs and standards.
•Benchmark Utility results against external programs ensuring Utility compliance
•Identify emerging business needs
•Accountable to prepare for and provide safety council representation and training to ensure effective communications, compliance and adherence to established administrative policies and procedures to proactively create accident free environment in each of the Electric, Gas, Customer Operations and Transmission, UOS and DP&C divisional / field areas.
•Subject matter expertise in health and safety programs
•Health and Safety trainer for all health and safety programs i.e., defensive driving; first aid, emergency, building evacuations, OSHA training requirements, etc.
•Interpretation of government, state, utility and internal regulations, understanding new programs / procedures and resolving Safety & Health issues and divisional application for consistent statewide application and reporting of Job Site Observations, Job Hazard Analysis, Personal Protective Equipment, Industrial Hygiene, Accident Investigation, Contractor Safety, Annual Inspections; Defensive Driver Safety; Rescue Man Safety; etc.
•Responsible for reviewing, assessing impact and implementation of Federal, State and local safety programs and resolutions.
•Participates in the design, development and establishment of new work methods and procedures for improving safety, productivity and safety operations of the Utility from a process view.
•Analyze, review and develop existing work methods and procedures to improve operations.
•Responsible for reviewing, assessing impact and implementation of Federal, State and Local safety & health regulations, including OSHA, in support of the Utility.
•Provide, administer and gather an overall safety & health survey and participate / lead findings resolutions.
•Provide advise and counsel, coaching and development for Utility H&S
•Organization coordinator for effective and consistent application of all PSEG safety components.
Maintain and apply working knowledge of PSEG Standards for Business Controls and meet management’s expectations for effective internal business controls.

Required:

• Bachelors Degree in related technical area or equivalent experience.
• Five or more years experience in occupational health and safety or related areas.
• CSP and/or CIH certification and/or must be able to acquire within 24 months of accepting this role. Advance knowledge and application of Microsoft Office.
• Extensive working knowledge of Utility operating procedures.
• Extensive knowledge of federal, state and local occupational health & safety regulations, Utility and corporate health and safety policies and procedures. Excellent computing skills.
