This position plans, directs and manages the safety programs and policies within the Utility under senior leadership direction based on predetermined goals and objectives aligned with the business. Directly manages the Health and Safety Coordinator - Leads, one for Gas Distribution; one for Electric Distribution, one for Customer Operations, one for Transmission / UOS / Delivery Projects and Construction, two H&S Process Analysts; and 8 indirect H&S Coordinators: providing technical oversight and expertise to utility operations in interpreting regulations, understanding new programs / procedures and resolving Safety & Health issues and consistent statewide application and reporting of Job Site Observations, Job Hazard Analysis, Personal Protective Equipment, Industrial Hygiene, Accident Investigation, Contractor Safety, etc. Responsible for Utility LOB overall safety and health management / strategies as subject matter expert in all phases of the LOB by advising, guiding and consulting with the Utility President, LOB Vice Presidents, Division Managers, local H&S Councils, and the Electric LOB H&S Councils, in all areas of health and safety including implementation of policies, procedures, consensus standards, technical safety items, H&S System components and regulatory requirements. Participates in the design, development and establishment of new work methods and procedures for improving safety, productivity and operations of the Utility. Analyze, review and develop existing work methods and procedures to improve operations. Review, analyze and determine root cause of personnel errors. Manages all activities associated with subcontracting of vendors for services and equipment. Reviews and incorporates, as appropriate safety and health standards originated by OSHA. Responsible for reviewing and assessing impact of Federal, State and Local safety & health regulations, including OSHA, on the Utility. Participate in the development and implementation of programs and procedures to ensure compliance with all regulations promulgated by related Government Agencies. Act as liaison between the Utility LOBs and Corporate Health and Safety, ensuring effective and consistent application of Corporate policy and PSEG Safety Components. Actively oversee preparation of accident / incident investigations, audits, inspections and other components of the H&S system. Prepare and maintain appropriate documentation and records regarding internal policies and practices and external agencies (i.e., OSHA requirements). Participate / lead safety related task forces and working groups. Conduct / oversee safety & health surveys and participate / lead findings and resolution. Provides coaching and development for Utility H&S professionals, LOB Safety Chairs / Secretaries. LOB liaison to Corporate level health and safety. •Provides leadership and management of the Utility Health and Safety organization. •Directly supervise safety professionals providing strategic oversight and field expertise to field operations: interpretation of regulations; new programs and procedures; statewide application and reporting of Job Site Observations; Job Hazard Analysis, Personal Protective Equipment, Industrial Hygiene; Accident Investigation; Contractor Safety; Annual Inspections; Defensive Driver Safety; Rescue Man Safety; etc. •Responsible for Utility overall health and safety management; Strategy; Subject Matter Expert; advise; counsel and guidance to stake holders i.e., Senior Leadership, Utility President, LOB VPs, Division Managers, LOB and local H&S Councils, PSEG H&S Council including setting standards, development of policies and procedures as it pertains to the Utility, system components and regulatory requirements. •Design, develop and introduce new methodologies, changes to standards and processes to improve operations and productivity, protective equipment requirements and permit requirements. •Review, analyze current work practices and matrixes, and determine root causes of personnel errors introduce new procedures to improve safety standards. •Review and assess Federal, State and Local safety and health regulations including OSHA impacts on the Utility and LOB’s. •Ensure implementation of programs and procedures for compliance with all regulations promulgated by related state and local government agencies. •Organization liaison for effective and consistent application of all PSEG safety components. •Conducts and participates in accident/incident investigations, audits, inspections and other components of H&S. •Preparation and maintenance of documentation and records regarding internal policies and procedures, practices, investigations, external agencies and OSHA requirements. •Lead Safety related task forces and work groups in the Utility; conduct and oversee safety and health surveys, audit of safety programs, identifies and controls significant loss producing exposures; lead resolution findings teams and task forces. •Responsible for making recommendations and presentations to senior management regarding Health and Safety methodology, programs, process improvements and safety concerns and issues. •Maintains and controls the financial budget related to occupational health & safety programs and activities. •Provides coaching, counseling and development of Utility LOB Safety Chairs / Secretaries. Responsible and accountable for the Utility annual year over year improvement in safety scorecard measures and matrixes. Maintain and apply working knowledge of PSEG Standards for Business Controls and meet management’s expectations for effective internal business controls. Required: • BS/BA in Safety Engineering, Science, Engineer or related field 10 to 15 years H&S experience in utility operations. • Five years management responsibility experience. • Experience in safety compliance management, safety consulting or safety regulatory agency experience. • Extensive knowledge of federal, state and local occupational health & safety regulations, Utility and corporate health and safety policies and procedures. Knowledge of utility operations. • Demonstrated ability to analyze data, interpret information and formulate recommendations. Professional certification in environmental or safety specialty (CHMM, CSP, CUSA, CIH, QEP, or PE), or must secure certification within 24 months from date of acceptance of position. • Extensive knowledge of federal, state and local occupational health & safety regulations, Utility and corporate health and safety policies and procedures. Desired: • MS/MA in Science or related area of specialty or MBA. • Strong business knowledge. Strong knowledge of field operations. | |
