Job Description

B.L. England Generating Station is located in Beesley's Point, New Jersey. The facility provides approximately 450 megawatts of generating capacity from three generating units.  Units 1 and 2, designed and constructed by Bechtel, use B&W drum-natural circulation wet-bottom cyclone boilers to provide steam to GE tandum compound turbines.  Unit 3, designed and constructed by United Engineers, uses a CE drum-natural circulation tangentially-fired boiler to provide steam to a GE tandum compound turbine.  Units 1 and 2 burn coal and Unit 3 burns oil.

GENERAL SUMMARY

The Shift Supervisor is responsible for monitoring the status of all plant systems on a continuous basis.  The Shift Supervisor may assume the responsibilities of the Operations Manager in the Manager's absence.  The Shift Supervisor supervises a team of plant operators and responds to situations by taking appropriate corrective actions and executes plant shut-downs and start-up procedures as required. The Shift Supervisor assures that alarms and upset conditions are properly cleared and reported, and that operations personnel take appropriate corrective actions.  The Shift Supervisor assures that the plant meets its generating requirements while operating in a safe, efficient and environmentally compliant manner.

PRIMARY FUNCTIONS

Assist the Assistant Operations Manager in the oversight of daily plant operations.

Assume responsibilities of the Assistant Operations Manager in their absence.

Provide supervision, mentoring, coaching and general direction to the operating staff in a safe and efficient manner consistent with company policies, procedures and the station operating manual and technical specifications.

Perform shift required employee relations functions in regard to employee development, compliance with requirements, recognition and discipline.

Conduct/assists with the completion of annual and on-going performance evaluation and assessments for operations personnel.

Recommends and conduct corrective behavioral actions when required.

Determine daily and overtime manpower requirements necessary to maintain optimum plant performance, which includes managing scheduling needs as related to proper operations staffing considering variables such as vacations, sickness, training, emergencies and other events.

Responsible for managing and administering policies and procedures related to employees, including compliance with fitness for duty policy.

Identify equipment problems and their causes; assist in trouble shooting to identify issues as needed.  Prepares maintenance work orders in CMMS as required to correct problems.

Ensure that the plant is running within design limits; in compliance with applicable safety and environmental regulation, satisfy dispatch requirement as required by dispatch policy.

Ensure that hazardous materials and wastes are handled in a safe and environmentally acceptable manner.

Monitors plant emissions on a daily basis, prepares and reviews a daily report of emissions from CEM'S at the end of each shift.

Ensures that operating personnel fully inform their relief of Unit and equipment status including any known problems and/or unusual conditions during the shift.

Report plant upset conditions or other anomalies in plant status to management.

Documents daily activities in the Supervisors log, reviews control room log.

Coordinate and supervise the use and effectiveness of the plant Lock-out/Tag-out system.

Assist in the training of new operators, with respect to proper equipment operations and safety.

Conduct shift training and safety meetings.

Perform shift communication update meetings as required.

Sustain the morale and motivation of operations personnel and handle employee concerns as they arise.

Review weekly time sheets.

Supervise the start-up, operations and shutdown of plant equipment in accordance with plant operation instructions and procedures.

Monitor shift operations by review of operating data, data historian system, checklists, logs and other appropriate records.

Make recommendations to ensure electrical outputs are at optimum levels and efficiency.

Conduct periodic log and record review to ensure that tag out procedures, equipment status and designated administrative systems are functioning effectively.

Monitors overall plant security.  In the absence of higher authority, assumes complete charge of the Station.

Maintains plant cleanliness with assigned personnel.

Complete other tasks as requested by the Assistant Operations Manager.

SCOPE OF RESPONSIBILITY

The Shift Supervisor operates from established and well-known procedures under general directions and minimum supervision.  Decisions are made within prescribed operating guidelines.  The Shift Supervisor encounters recurring work situations of high complexity, with occasional variations from the norm.

The Shift Supervisor has the authority to control the operation of the plant, and must do so in a safe manner resulting in no accidents and in compliance with all environmental permits at all times.  The Shift Supervisor must effectively communicate information to supervision and fellow plant personnel, relative to the condition of the plant equipment and performance, and provide suggestions for plant improvements.

All employees have the responsibility to both the customer and their co-workers to do the job right the first time and to ensure the customer's needs are being met.

WORKING RELATIONSHIPS

The Shift Supervisor reports to the Assistant Operations Manager.  The Shift Supervisor gives direction to Plant Operators and O&M technicians, provides guidance and advice to maintenance personnel on matters pertaining to plant operations.  The shift supervisor also interacts with the Environmental Department with respect to wastewater treatment plant status, boiler chemistry issues, and any other environmental matters up to and including reporting of violations.  Furthermore, the Shift Supervisor interfaces with the personnel at the Fuel Handling and Scrubber facilities on an as needed basis.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

Physical requirements include:  working on feet for extensive periods, requiring stair and ladder climbing; and routinely lifting 50 pounds.  Protective equipment must be worn in the performance of some duties (e.g. hard hats, safety glasses, respirator, hearing protection, chemical suits, hot gloves and high voltage protective equipment, etc.).  Work with hazardous materials may be required.

Position requires extended working hours and varied shifts with the possibility of weekend and holiday work, as required by schedules, work load and plant conditions.  "On call" status will periodically be required. This position is exposed to extreme hot and cold environments, loud noise and moving equipment on a regular basis.

All employees will participate in the Fitness for Duty Program.  This program includes a post-offer physical examination and drug screening and post employment random drug screening.  There are extensive smoking restrictions in and around the facility.

JOB QUALIFICATIONS

Working knowledge of power plant operations, electrical systems, mechanical systems, and ability to read and/or interpret technical drawings/manuals.
