Job Description
POSITION PURPOSE:
Manage the development and implementation of the site Radiation Protection programs for  the Corrective Action Program, Byproduct and Source Control, Bench Marking and Operational Experience, Human Performance, Training and special projects.  Ensure these activities are conducted in accordance with all applicable TVA policies, plant technical specifications, accreditation criteria, and federal regulations.  
Manage the Radiation Protection Support organization to provide support to ensure safe and efficient operations of the nuclear power plant in accordance with TVA Nuclear policies and procedures, plant technical specifications, and federal, state, and local regulations.

JOB DIMENSIONS:
Supervisory Responsibility - Supervise a staff ranging from 10-25 employees, including Health Physicists and RP Technicians.
Budget Responsibility - Maintain department expenditures at or below the approved radiation protection support budget.

PRINCIPAL ACCOUNTABILITIES:
1.Manage the technical support functions for the Radiation Protection organization program, processes, and methods to increase efficiency and comply with regulations, commitments, and Tech Specs.
2.Manages personnel to ensure provision of technical expertise in the areas of radiological surveillance's in the field.
3.Manage development and revision of Radiation Protection technical and administrative procedures to ensure activities are conducted in the correct sequence and satisfy programmatic requirements.
4.Coordinate the response for any Quality Assurance, INPO, U.S. NRC, etc., identified adverse conditions.  Ensure the timely and proper implementation of all required corrective actions, e.g., INPO SOERs, CAQRs, LERs, etc.
5.Ensure coordination with other groups to obtain multi-discipline input and support for plant priorities, critical plans, and activities.  Identify activities that can be performed with other work so as to prevent environmental or chemistry problems or Tech Spec violations.
6.Manage development of daily, near-term, and long-term plans to ensure orderly and efficient conduct of Radiation Protection activities and prevent adverse consequences to plant operation.
7.May serve as an alternate member of the PORC to ensure plant activities are conducted safely and in compliance with Tech Specs.
8.Provide staffing to support the site Radiological Emergency Plan as required.
9.Participate in new Radiation Protection initiatives and applications.  Interview site personnel to determine their needs, development of implementation criteria, develop scope cost estimates, and participate in proposal preparation and presentation.
10.Provide substantive guidance and direction to Radiation Protection management personnel in the development and implementation of technical programs, processes, and methods.
11.Manage self-assessment activities to identify program, process, or method improvement activities. Develop root cause analysis & recommendations.
12.Interpret new or special regulations, codes, standards, criteria and performance data to determine if they apply to plant performance if the change should be implemented.
13.As assigned, fill in for or rotate into other management positions such as Radiation Protection Manager, or Radiation Protection Superintendent.
14.Develop root cause analysis and recommendations.  Investigate, evaluate, and contribute to technological/programs/processes/methods advances in the specialized area to inform management on important new advances.
15.Direct the preparation of periodic reports for site management which allows assessment of current status, identification of problem areas and effectiveness of organizational programs, processes, and   methods.
16.Provide substantive technical guidance to the Radiation Protection organization to support timely accomplishments of project goals & compliance with NRC, Federal, or State regulations.
17.Work with other line mangers to implement and monitor human performance programs to increase the reliability of operations and ensure compliance with management expectations.
18.Serve in the Technical Support Center in the event of a radiological emergency or emergency exercise conducting all radiological assessment activities.  Remain on call 24 hours a day unless relieved by other approved personnel.
19.   Serve as a PORC member, as required, and provide review and input to Plant Operations Review Committee (PORC) issues.
20.   Responsible for succession planning and workforce planning.

MINIMUM REQUIREMENTS:
Education. - (ANSI 3.1-181) B.S. degree in a science or engineering subject or the equivalent, including formal training in radiation protection.  
Experience.  - Eight years of professional health physics experience of which at least four years shall be in applied radiation protection.  At least three years of this experience shall be in professional level applied radiation protection work in a nuclear facility dealing with radiological problems similar to those encountered in nuclear power plants, preferable in a nuclear power plant.  During the three years, the individual shall participate in the radiation protection section of an operating nuclear power plant during a routine refueling outage (one to two months) and two months operation above 20 percent power.
Certification/License, etc -
Knowledge/Skills/Abilities - Must obtain and maintain requirements for nuclear plant unescorted access.  Must be able and willing to assume "on-call" rotational assignments which may include 24 hour-a-day, 7 day-a-week availability.  Knowledge of nuclear plant health physics and radiation protection.  Ability to manage and supervise.
