Job Description

NAES Corporation, a leading provider of 3rd party O&M services to the Independent Power Industry, is currently recruiting for the following position:

GENERAL SUMMARY

Develops, implements, manages and administers the overall Plant Safety Program and processes in compliance with Health & Safety procedures, including plans, goals and strategies for the improved safety

PRIMARY FUNCTIONS

Coordinates with the Corporate Health & Safety to ensure consistency with Company safety procedures.

Develops, maintains and updates emergency action plans. Ensures compliance with Crisis/Emergency plans.

Establishes and manages a tracking system for identified safety deficiencies, and works with plant management to ensure that corrective action is taken.

Reports safety performance to management as needed.

Develops lesson plans, as needed, and presents training material to plant employees.

Provides subject matter expertise and direction on: health and safety best practices.

Serves as a member of and collaborates with other safety representatives on the Plant Safety Team, charted to improve safety performance.   Assesses, administers, and leads appropriate Compliance Assurance Program Activities for the plant and for Corporate as required.

Manages the incident data system for reporting of safety incidents and accidents for the plant.

Develops and maintains all necessary safety records, which includes records for fire protection equipment in accordance with OSHA and NFPA requirements.

Acts as the Plant Point of Contact for State and Federal OSHA activities

Reviews and approves the procurement of PPE and other safety equipment for plant personnel, visitors, and guests.

Manages/Coordinates the Workers Comp Program.

Attends plant safety committee meetings as required to provide consultation and technical support.

Maintains professional affiliations with safety organizations and other safety professionals, in order to keep current with state-of-the-art equipment, programs, and processes designed to enhance organizational safety performance.

Manages the Occupational Health Program including Fitness for Duty (Drug and Alcohol), Respirator medical evaluations, Hearing Testing, and other health monitoring programs that may be necessary such as heat stress and hexavalent chromium.

Manages the industrial hygiene program to include employee exposure monitoring and controls for various agents such as noise, heat stress, dusts, ergonomics and gases or vapors.

Provides technical expertise and guidance in areas such as confined space, lockout, fall protection, respirators, forklifts and mobile equipment, cranes, hot work, JHA's, and PPE as well as other regulatory standards

Manages the Contractor Safety Program

Provides leadership to all levels of management and employees to promote and enhance a safe working environment

Coordinates and/or leads incident investigations utilizing formalized Root Cause Analysis techniques

Complete other tasks as requested by the Plant Manager.

SCOPE OF RESPONSIBILITY

The H&S Specialist operates from established and well-known procedures, performing duties independently with only general direction given. Decisions are made within prescribed operation guidelines. The H&S Specialist encounters new and varied work situations, involving a moderate degree of complexity.

The H&S Specialist must effectively communicate information to the Plant Manager, the Operations and Maintenance Managers, and the Engineering Manager relative to the operational processes, and provide suggestions for plant improvement.  The H&S Specialist must ensure duties are performed in such a way to result in an optimum cost-benefit ratio.

All employees have the responsibility to both the customer and their co-workers to do the job right the first time and to ensure the customer's needs are being met.

WORKING RELATIONSHIPS

The H&S Specialist reports to the Plant Manager, works in cooperation with the Shift Supervisor on matters pertaining to the daily operation of the plant and responds to direction from the Plant Manager in the absence of the Operations Manager

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

Position requires extended working hours and varied shifts with the possibility of weekend and holiday work, as required by schedules, work load and plant conditions.  "On call" status will periodically be required. Potential work in high heat/cold atmosphere, ability to climb stairs/ladders, exposure to typical fossil plant conditions.

All employees will participate in the Fitness for Duty Program.  This program includes a post-offer physical examination and drug screening and post employment random drug screening.  There are extensive smoking restrictions in and around the facility.

JOB QUALIFICATIONS

  • Ability to understand procedures and instructions specific to the area of assignment. 
  • A Bachelor's Degree in Industrial Safety, Industrial Hygiene or closely related field and a  minimum of five years power plant or heavy industrial environment experience with a broad working knowledge of OSHA regulations and safety program management development and implementation skills is required. 
  • Strong skills in office-related programs such as Word, Excel and Power Point.
  • Excellent oral and written communication skills
