Job Description

NAES Corporation, a leading provider of 3rd party O&M services to the Independent Power Industry, is currently recruiting for the following position:

GENERAL SUMMARY

The person holding this position implements, coordinates and performs routine plant environmental support functions. He/she is responsible for performing environmental functions reliably, efficiently and in compliance with all applicable laws, regulations, permit conditions, policies, procedures and community commitments. He/she manages overall environmental compliance and maintains effective relationships with plant management and employees, regulators, corporate employees, community members and other stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Develops, coordinates and implements environmental programs, policies, and procedures which assure compliance with federal, state, local, and site permit and regulatory requirements.

Using developed protocols, conducts routine self-assessments to assure continuing compliance with site environmental requirements, commitments and procedures.  A Compliance calendar will be utilized, periodically reviewed & updated, as necessary to maintain compliance requirements for filings, reports, submissions, testing, permit renewals, training & other state & federal regulatory requirements, as well as Owner and NAES requirements  and reporting. Develops and manages action plans to address identified issues.

Prepares or oversees the preparation of all required routine and non-routine environmental reports to regulatory agencies.

Provides primary interface with local environmental regulators, including preparing for and coordinating inspections, responding to information requests, supporting strategies for and negotiations of permit modifications and renewals, and preparing routine compliance reports and communications.

Assists in the collection and/or preparation of information needed associated with permit renewals/modifications and resolution of enforcement actions.

Develops and supports others in the preparation and presentation of required environmental training programs and maintains plant training records.

Selects and manages consultants for specialized environmental technical expertise, as needed.

Clearly delineates consultant's scope, schedule, and budget and manages work products.

Works closely with all departments and employees and contributes technical and regulatory expertise and guidance to assist in problem solving. Assists in the assessment of potential environmental and regulatory consequences of any significant change in project operations.

Prepares and manages annual department budget for environmental related plant functions and ensures spending is managed within the established budget.

Understands project operations such that opportunities to reduce both environmental risks and costs can be aggressively sought and proposed.

Maintains project environmental records in accordance with established documentation and records management procedures and regulatory requirements. The Environmental Manager is encouraged to participate in both company, state, federal or industrial organization conferences or meetings related to applicable environmental topics that supports the station's environmental compliance program.

WORKING RELATIONSHIPS

The Environmental Manager reports to the Plant Manager.

WORKING CONDITIONS

Normal hours are approximately 8:00 am to 5:00 pm Monday through Friday.  This position may be required to work additional hours, weekends, and/or holidays, as determined by work load.

EDUCATION AND EXPERIENCE

Bachelor's degree in environmental sciences or related field or comparable experience at responsible levels.   Minimum five years experience in environmental compliance for operating facilities, preferably in power plant or power-related industry.

General knowledge of power plant operations, including the interrelationship of environmental impacts and compliance with operation and maintenance functions.

General knowledge of major environmental legislation involving air, water, hazardous materials and waste management with at least one specialized area of knowledge at the regulatory requirement level.

Strong oral and written communication skills as well as good planning and organizational skills are necessary.  Ability to work effectively as a team leader, excellent interpersonal skills and a record of building consensus among internal and external parties.  Ability to perform and manage multiple varied tasks in an industrial environment and to identify and analyze potentially complex compliance risks promptly.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

Physical requirements include:  possibility of working on feet for extensive periods, requiring stair and ladder climbing; and periodically lifting 50 pounds.  Protective equipment must be worn in the performance of some duties (e.g. hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves and high voltage protective equipment, etc.).  Work with hazardous materials may be required.

Position requires extended working hours and varied shifts with weekend and holiday work, as required by schedules, work load and plant conditions. 

All employees will participate in the Fitness for Duty Program.  This program includes a post-offer physical examination and drug screening and post employment random drug screening.  There are extensive smoking restrictions in and around the facility.
