Evaluates DSM/EE resource applications submitted by third-party contractors, completes contracts with selected contractors, provides support of resource decisions to regulatory agencies, coordinates with other planning and business unit functions on issues related to DSM/EE, provides general support for either operating company programs or system wide programs, as appropriate, interacts with external audiences, and collaborates with other utility personnel. Takes a lead role in DSM/EE resource planning, acquisition and evaluation activities.
Develops and submits detailed RFI / RFQ / RFP documents to prospective third party contractors
Contractor and employee training of program implementation procedures for programs implemented by the operating company and/or by third party providers
Develops and implements program promotion strategies, data collection procedures / forms, Measurement and Verification (M&V) requirements, cost tracking procedures, and required internal and external training guidelines
Single point of contact for all aspects of assigned programs including, but not limited to, customer complaint resolution, processing rebates and invoices, reporting, quality control, and process improvement opportunities
Coordinators at the operating company level will take the lead role for operating company specific programs with general support provided by the AEP DSM/EE support staff. Coordinators at the central organization in Columbus will take the lead role for system-wide programs with general support provided by the operating company DSM/EE staff.
Coordinators at the operating company and at the AEP DSM/EE support staff will work together to ensure successful programs are implemented to help achieve the Company's overall DSM / Energy Efficiency goals and objective
As appropriate, seeks direction of DSM/EE staff, including AEP DSM/EE support staff and DSM/EE Program Manager, who are more experienced with DSM/EE program implementation procedures
Initiates and maintains successful interpersonal working relationships with state-level regulators and regulatory agency staff.
Attend necessary meetings with regulatory bodies to present program proposals, provide progress updates, present final reports, and address questions, concerns, or any suggested process improvement opportunities.
Effectively work with other operating company and AEP staff, including AEP DSM/EE support staff, legal, operating company regulatory staff, integrated resource planning, regulatory pricing and analysis, and public policy, to ensure understanding of program processes and mutual agreement of overall strategies
Provides technical and financial evaluation of DSM/EE proposals.
Thoroughly reviews proposals submitted by third party contractors to ensure adherence to stated program guidelines, goals and objectives and makes recommendations to the DSM/EE Program Manager as to the most effective program implementation and evaluation strategies
Actively participates in contract negotiation activities
Clarifies any discrepancies with contractor proposals and/or clarification of overall program process, implementation procedures, costs, etc.
Provides support of M&V activities and assists in program implementation.
Ensure understanding of M&V requirements and processes to capture necessary data
Operating company and AEP DSM/EE support staff will work together to develop M&V strategies to minimize overheads associated and allow the effective evaluation of program impacts
Coordinates DSM/EE activities with appropriate other functions within AEP.
Maintain a comprehensive working knowledge of all aspects of DSM/EE-related activities in all functional areas and the interrelationships among them.
Communicate regularly with DSM/EE Program Manager, AEP and operating company organizational units to ensure understanding of expected deliverables, timetables, successes, needed process improvement, and overall roles and responsibilities. Distribute feedback from internal and external organizations to appropriate AEP and operating company personnel
As directed by the DSM/EE Program Manager, work with operating company DSM/EE organizations to ensure all program data, including overall program costs, participant levels, installed measures, projected impacts and other required data / metrics are sufficiently captured in the AEP DSM/EE tracking system.
Assist DSM/EE Program Manager to ensure all business processes and systems that will be affected by DSM/EE implementation are identified, and that the responsible AEP organizational units are notified in a timely manner. Monitor and verify that any necessary process modifications or new developments are appropriately planned and implemented in a timely manner.
