Job Description
Position Summary The purpose of this position is to supervise the Component Engineering and the Engineering Programs groups within the consolidated function of Programs & Component Engineering in its entirety; including budget, day-to-day operations of the organization, direction of organizational objectives, attainment of organizational goals and improvement initiatives for station engineering.

Primary responsibilities of the Supervisor are to achieve optimal performance for all assigned systems, component and program areas; provide direction, coordination and management of SSES assigned systems, component and program areas, including approval of technical basis documents, regulatory commitments and associated program procedures and the resolution of complex technical issues associated with each area. Specific responsibilities include planning, scheduling of group resources, and the timely resolution of complex technical, operational, and regulatory issues. Primary Responsibilities 1. Supervise the supervising engineers/system engineers assigned to the group (approximately 15 – 20 people). Participate routinely in daily station meetings addressing on-going plant operations. Directly responsible for scoping of problems, effective evaluation, action plan development and implementation of action plans in the assigned systems, component and program areas. Decision making ranges from review/approval of engineering documents, providing recommendations to operations regarding continued system or component operations to direct responsibility and approval of scope and extent of repair following major equipment failures.

To properly perform the duties of this position, varying amounts of overtime work will be required to respond to changes in plant status. The incumbent is responsible for providing normal engineering support functions on a call-out basis. In the absence of the Manager-Nuclear Station Engineering, the incumbent may perform the duties of the Manager-Nuclear Station Engineering. Also, in emergency situations, the incumbent is responsible for directing the engineering support activities of the Technical Support Center as Technical Support Coordinator.

In rotation, the incumbent performs standby duty. During such periods, the incumbent is on 24-hour call, including weekends and holidays, during which time he/she is the management individual to be contacted by on-site personnel concerning department engineering activities.

2. Approve technical procedures prepared by the group. The Supervisor reviews, recommends and coordinates design modifications at the plant. As a result of technical reviews, investigations and changes to regulatory requirements, the Section may initiate modifications to plant systems. The incumbent directs the review of all proposed modifications to the station for impact on plant operations and maintenance. The section is responsible for determining post installation testing requirements for modifications and performing these tests as assigned. For minor modifications the Supervisor may also elect to prepare the design change documents with assigned resources. In these cases the Supervisor approves all design output documents. In addition, the incumbent reviews requests for and recommends to the Manager-Station Engineering O&M and capital expenditures to be included in the plant’s budget for modifications. This position also coordinates department recommendations on priorities for accomplishing modifications.

3. Approve safety evaluations prepared by the group.

4. Prepare, monitor and approve expenditures for the Responsibility Center.

5. Participates as a member of the station outage core team responsible for planning the Unit Refueling Outage strategy.

6. Responsible for evaluation/resolution of complex system and component problems/deficiencies and justifications of continued operations if necessary. As such interacts with other Nuclear Department Functional Units, NRC Resident Inspector's Shift Supervision, Outside Consultants, State Inspectors, System Vendors, and the Nuclear Training Group.

7. Approve engineering design documents, safety evaluations, deficiency resolutions, financial expenditures, etc. The incumbent keeps abreast of existing regulator requirements and changes to these requirements in order to evaluate their effect on plant activities. Higher-level management personnel are adequately informed of impending changes to allow for their evaluation and proper integration with other factors of plant operation. Incumbent is also responsible for plant equipment and system performance evaluations; equipment and system malfunction investigations and dispositions; surveillances; post modification and post maintenance procedure preparation and performance; operating procedure review and preparation; resolution of internal plant and external industry events including Root Cause Analysis; maintenance of environmental, seismic, fire protection and similar qualifications of plant equipment.

8. Establish goals, objectives and priorities for the Responsibility Center. The Supervisor establishes goals, objectives, and priorities for his/her group in concert with Department, project and station schedules, budgets, goals, objectives and resources. Additionally, the incumbent is responsible for guidance, motivation and feedback to the group relative to performance priorities and expenditures. In addition, the incumbent serves as a Plant Operational Review Committee (PORC) alternate and may also serve as a member of the Design Review Board. Responsible for business performance and technical performance of Responsibility Center.

Ensures safe, reliable and efficient operations of SSES assigned systems, components and program areas. Support implementation of Emergency Plan. Direct responsibility for resolution of technical issues and concerns relating to systems and components. On call for the Emergency Plan organization as TSC Coordinator. On call as Manger-Station Engineering during off-hour. Participates in Refueling Outages and Forced Outages as Engineering Outage Manager. Candidate Qualifications Candidates must meet the basic qualifications to receive consideration. Basic Qualifications 1. Bachelor’s Degree in Engineering or Physical Sciences.

2. Minimum of 10 years nuclear plant experience. Preferred Qualifications 1. MBA – Highly desirable for business issues.

2. MSME in Engineering – Highly desirable for technical issues.

3. PE License or Senior Reactor Operators Certification is preferred.

4. Extensive knowledge of NRC Regulations, ASME Code, Plant Design Basis, Plant Technical Specifications, Department programs/procedures/practices and other related industry standards.

5. Extensive experience in nuclear plant operations and design. PE License or Senior Reactor Operators Certification is preferred.

6. Extensive knowledge of industry practices and trends in operations of Engineering departments.

7. Must have troubleshooting background and be heavily experienced in system/component operations.
