Job Description
Position Summary Leads and provides oversight to a design workgroup in Workstation & Communications Services (W&CS) in ISD. Accountable for the performance and results for all resources within the workgroup.

Expected to develop relationships with technical and non-technical customers, coworkers, consultants and vendors. The individual has substantial knowledge in project management, resource planning, and an aptitude for technology. Primary Responsibilities 1. Leads and directs the activities of a newly formed resource planning group to introduce a work management structure. Specific focus is to complete project and scope definitions, conduct resource scheduling, provide demand management, develop a work force plan, and provide a pool of project managers to be leveraged by other teams. This position will become the primary interface point with our business partners and act as a liaison to other groups. Must possess strong project management and resource planning skills, have the ability to interact with customers, strong communication skills, and a technical aptitude.

2. Manages the development and implementation of a competent, well-motivated and effectively utilized staff by participating in its selection, training, development, evaluation, and compensation. Contribute to the achievement of Corporate Human Resources objectives and commitments by effectively administering policies and programs including those pertaining to safety, affirmative action, counseling, productivity, goal setting, and work planning.

3. Performs the full range of project management activities for medium to large scale projects involving multiple resources and includes the development of detailed project plans, estimating work, scope definition and control, task scheduling, resource acquisition, work assignments and progress reporting. Expected to provide accurate estimates of both one-time and on-going costs for projects, usually with minimal scope definition. Assists in cost/benefit determination for proposed new enabling technologies. Supports Supervisor by recommending appropriate project staffing, including use of external resources, including the level or degree of customer and Information Solutions involvement. Provide coaching to other project managers in the organization.

4. Builds partnerships with internal customers and collaborates with vendors, consultants, and other ISD personnel, often assuming a leadership role.

5. Plans, directs and reviews the day-to-day work of two or more team members. . May be asked to provide input to Supervisor for other team member's performance appraisals and to participate in the selection/screening process for new hires.

6. Provides technical guidance and IT process expertise on projects or system issues to other infrastructure group staff. Demonstrated commitment to design and operational excellence.

7. Committed to continuous learning and strives to increase relative skills and knowledge required for position. Focus will be on improving supervisory and leadership, project management, verbal and written communications and listening skills. Is committed to continuous improvement of the technologies, support services and processes being delivered to support the Corporation's IT needs. Candidate Qualifications Candidates must meet the basic qualifications to receive consideration. Basic Qualifications 1. Four-year college degree. BS or BA in Computer Science, Math, Engineering or Other Technical Field (or Non-Technical BS/BA with 8 or more years relevant IT experience). Preferred Qualifications 1. Typically 8 or more years experience in managing large-scale hardware and software projects.

2. Project Management Profession (PMP) Certification

3. Effective oral and written communications regarding complex subjects to individuals and with large groups. Able to effectively summarize issues, options, and recommendations. Capable presenter in formal settings. Able to develop communications during problem management activities, enabling an informed senior IT management group.
• Demonstrated IT process leadership in a major, critical, infrastructure services.
• Demonstrated group leadership and motivational skills
• The ability to coach other ISD staff in initiating, developing, and maintaining cooperation and mutually satisfying relationships, and in understanding and completing work assignments. Leadership and coaching skills are essential for this role.
• The ability to lead teams in complex problems by analyzing and synthesizing information with the goal of devising alternate solutions to resolve problems.
• Demonstrated meeting management skills to effectively conduct meetings and interviews with customers, consultants, contractors, and peers, including group leadership and project management skills in organizing, planning, and executing concurrent initiatives.
• Demonstrated ability to develop vendor relationships to ensure successful technology delivery and support.
• Experience coordinating multiple infrastructure systems in cross impact analysis during major change activities.
