POSITION PURPOSE: Position provides technical governance and oversight of the software quality assurance program which implements the requirements of Nuclear Quality Assurance Plan (NQAP) Section 13.0. Position establishes the controls, processes, and procedures for the development, maintenance, testing, documentation, and procurement of software applications that implement safety-related and quality-related functions for the nuclear generating fleet. Position Establishes standard processes and controls for this software based on industry standards, industry operating experience, and industry best practices. Also represents TVA on industry working groups developing standards and guidance for SQA program development, maintenance, implementation, and assessment. Additionally performs assessments of program implementation including that of organizations outside of NPG that provide software development and maintenance services to NPG and serves as the SME on SQA programs, providing technical assistance and support for quality assurance audits both internal and external to TVA. Ensure SQA program is integrated with the NPG cyber security program and other configuration management processes. PRINCIPAL ACCOUNTABILITIES: 1. Defines and provides governance and oversight of the NPG software quality assurance program including establishing requirements, processes, and practices for the development, maintenance, testing, documentation, and procurement of software applications that implement safety-related and quality-related functions for the nuclear generating fleet. 2. Defines software configuration management requirements, processes, and practices for use across the generating fleet including Fossil Power Group and River Operations. 3. Provides technical support to the nuclear plant sites, Information Services, NPG Corporate Functional Area Managers (CFAMs), and software application owners as necessary in the application of the SQA program processes to specific applications including the purchase, development, and modification of these software programs. As required, develops training material and conducts training/briefings to ensure application owners understand the SQA program requirements and processes. 4 .Manages the safety-related and quality related application software inventory for NPG. This inventory includes software supporting NPG safety-related and quality related functions regardless of its ownership and the organization maintaining it. 5. Identifies industry guidance, best practices, and operating experience and incorporates lessons learned into the SQA program's processes. Position uses this information to improve the effectiveness of the program and to adapt it to changing information technology and software implementation strategies. 6. Performs assessments of program implementation including that of organizations outside of NPG that provide software development and maintenance services to NPG. Position identifies good practices and opportunities to improve the program and assists the application owner in resolving assessment findings. Position serves as the SME on SQA programs, providing technical assistance and support for quality assurance audits both internal and external to TVA. 7. Represents TVA on industry SQA working groups and users groups developing standards and guidance for SQA program development, maintenance, implementation, and assessment and serves as the primary interface with licensing and NRC on regulatory issues involving the SQA program. 8. Integrates the SQA program with the NPG cyber security program and other configuration management processes and programs. MINIMUM ELIGIBILITY FACTORS: Education. -A Bachelor of Science in mechanical, nuclear chemical, or electrical engineering, computer science or related field or equivalent in training and experience is required. Experience. - Also a minimum of 8-10 years of experience in the design, operation, modification, and maintenance support of safety-related and quality-related software applications is required. Experience in development and maintenance of software used in plant control and /or monitoring systems is desirable. Experience in interpreting and implementing SQA program requirements including software installed in plant systems. Knowledge/Skills/Abilities - -Knowledge of SQA implementing strategies and practices including managing the entire software life cycle. -Knowledge of software configuration management principles and practices with the ability to communicate these principles, concepts, and practices effectively. -Knowledge of software configuration management codes and standards, and industry best practices is required. -Knowledge of cyber security issues and related implementation strategies is desirable. Demonstrated ability to interpret broad policy matters and provide overall program direction and oversight and demonstrated managerial competencies such as leadership, teamwork, planning/organizing, and communication skills is desired. Also must demonstrate diplomacy, tact, and effective judgment when dealing with confidential/sensitive material.
