Job Description
Job Summary:

***VARIOUS LOCATIONS*****

Serves as the responsible manager over a team of technical staff consultants and/or participates as a staff consultant who conducts major program audits and evaluations to ascertain potential areas of non-compliance with TVA and/or regulatory requirements.  Develops program assessment report of non-conformance issues and concerns and subsequently confers with senior management to modify practices and procedures, utilization of assets and physical resources and implement administrative or technical processes which ensure the optimization of site performance.  Reviews are conducted independently from site management, may be technical or administrative in context, provide sensitive reports and recommendations which, when implemented, will positively influences the quality of operation of production units within TVA Nuclear Power Group (NPG).  Will lead and/or participate as a team member/consultant in audits and assessments associated with operations, engineering/technical support, modifications, maintenance, security, chemistry, emergency preparedness, radiological control programs and the site inspection program.


Primary Responsiblities:
The QA Program Manager is responsible for the following accountabilities, as applicable:
º Provides independent review and assessment of technical programs and production units within the plant sites, including operations, engineering/technical support, modifications, maintenance, security, chemistry, emergency preparedness, radiological control programs, and the site inspection program.  
º Leads or participates in QA audits, assessments, surveys, surveillance, observations, and trending verification activities of TVA, Contractor, and Supplier/Vendor activities to ensure compliance to regulatory and TVA requirements and utilizes reporting systems to inform management of results.
º Provides sensitive, independent reports and recommendations to senior management in to improve problem areas, including procedural and regulatory adherence, improving and optimizing processes, and increasing overall site effectiveness and efficiency.  
º Participates, evaluates and/or approves audits/surveys/assessments conducted by external agencies. Results are used in verification/update of the TVA ASL and QA Self-Evaluation.
º Performs other functions as assigned including technology management, analysis of trend data and determining resolution of adverse trends, audit support, outage planning from a QA perspective, preparing and presenting technical data and recommendations to management which potentially affect site resources including projects, budget or staffing.  
º Maintains/updates the audit & assessment schedules/matrix for Quality Assurance including maintaining the approved supplier list.
º Provides analysis of technical and quality problems from many sources to develop recommendations for senior management action.  Ensures tracking, trending and timely resolution of findings and evaluates the effectiveness of actions.
º Advises and interfaces with site, plant, corporate, and supplier/vendor management on matters pertaining to the assessment and oversight program to aide in the identification and resolution of items that could result in enforcement actions, scenarios in plant transits, reduction in power generation, or endangering the health and safety of the public.
º Reviews observation, assessment and oversight results and advises management as to corrective actions in obtaining and maintaining standards of excellence.

Minimum Eligibility Requirements:
º Bachelor's degree in an engineering or scientific discipline or equivalent related experience
º Five years experience in nuclear power plant design, construction, operations, maintenance, engineering, technical support  or quality assurance.  
º At least 2 years of this experience should include significant involvement at an operating facility in a major role, such as positions having a major influence affecting operations of a nuclear power unit.
º An SRO/RO certification is desirable.  
º Requires certification as lead auditor in accordance with ANSI N 45.2.23 or NQA-1 within a reasonable period.
º The incumbent must possess effective verbal and written communications skills; good leadership skills to manage QA oversight activities.
