Department Overview
The Project Management, Engineering and Construction (PE&C) organization was formed in 2003 to focus Power Generation's attention on the increased workload committed to maintaining the hydroelectric system's reliability, the implementation of new hydro licenses, and management of critical hydro facility safety work. This project work is in addition to PE&C's ongoing contributions to long-term planning and operational excellence. Power Generation's annual planning processes are the foundation to its future success. PE&C employees' knowledge of the hydroelectric system, close coordination with field operations and extensive experience allow them to rapidly respond to changed conditions and help Power Generation maintain its record of operational excellence. As PG&E's fleet of fossil fuel, solar and wind assets grow, the project management, engineering, and facility safety work associated with these assets will likewise need to be addressed.
Position Summary
PE&C - Engineering provides civil, electrical, and mechanical engineering services for PG&E's hydroelectric fleet of 68 powerhouses (110 units, 3890 MWs) and associated switchyards, 174 dams, 363 miles of water conveyance systems, and appurtenant facilities throughout the PG&E hydro system, and also supports many of the 998MWs of partnership irrigation district and water agency facilities. Engineering manages the hydro facility safety program (dams and water conveyance safety), develops system-wide programmatic solutions for equipment assets, plays a key role in asset management, condition assessment, and investment planning for hydro assets, and provides daily technical support to hydro O&M. Engineering also supports the development of new fossil and renewal portfolio standard generation facilities as requested.
Responsibilities:
- Safety: Reinforce "Safety First" mindset through actively supporting safety culture changes, local & central safety committees, and personal safety accountability for self & each employee. Ensure safety is incorporated into all designs, work with safety committees to engineer away safety hazards, ensure root cause investigations and follow-up of injuries & near misses are performed in a timely manner. Develop programmatic solutions for system wide safety hazards (fall protection, arch-flash, grounding, rigging). Safety goal is zero injuries and zero auto accidents.
- Strategy Development and program oversight: Set Power Engineer goals and metrics, and develop and implement strategic and tactical planning necessary to achieve these goals. Develop systems and procedures for continuous program improvement, and assure company and department policies and procedures are followed.
- Direction / Oversight: Provide direction & oversight of all engineering activities for PG&E's Hydro, and the various water agency contracts. Working with Area & GO Project Managers, Business Planners, Strategic Alliance Contract partners, and the Engineering staff, ensure all Hydro projects, initiatives, and engineering commitments (scope, schedule, cost, quality, & deliverables) are fully met. Work with the Engineering Leadership, adjust in-house work assignments and develop & implement more cost-effective contracting strategies to meet all work commitments. Provide technical oversight to other Hydro engineers in area of expertise and ensure appropriate Engineering Leadership and GO staff involvement is utilized to ensure technical quality in all discipline work. Ensure that good business decisions are made in the field when resolving problems such that our future is not compromised by current investments.
- Hydro technical support: Provide day-to-day technical support (engineering assessment, alternative solutions, recommended actions, references & interface with materials & outside services, drawing support, etc.) to O&M personnel. Perform inspections of facilities (dams, water conveyance, powerhouses, turbines, generators, & associated equipment) with O&M personnel, FERC/DSOD/other regulatory agencies to determine condition of facilities and need for future maintenance and capital investments. Engineer (design, calcs, specs, material procurement, RFPs & bid evaluations, agency approvals/permits, drawings, construction & start-up support, etc.) improvements to hydro power & infrastructure facilities. Ensure proper technical review by GO senior engineers and coordinate constructability reviews. Manage capital & expense work as assigned from inception-completion, including engineering, material, & construction contracts. Develop programmatic solutions for system-wide issues, develop and evolve hydro design standards, and develop and maintain procedures, ensure quality and configuration control of all design changes. Provide alternative evaluations, business justification, cost estimates & economics for project input into the Long Term Plan & Budgeting processes.
- Operational / regulatory / environmental excellence: Actively promote and support through personal involvement and allocation of resources key Hydro initiatives such as Work Management, Condition Assessment, Risk Management, Asset Management, Long & Short Term Planning, Outage Management, SCADA Standardization, and Project Management expansion. Actively supports the facility safety program to ensure all FERC/DSOD requirements are proactively met. Provide support to ensure compliance with existing & new FERC licenses and interface with appropriate Agency personnel to continue development of excellent regulatory relationships. Ensure all project & assigned maintenance activities are based upon environmentally sound design & construction plans; with all permits & agency approvals received in a timely manner; and requirements are rigorously monitored to assure full compliance, resulting in no NOVs. Complete planned SPCCs & Oil Spil Prevention Programs (OSPP).
- Supervise, mentor and develop subordinates: Support development & implementation of knowledge retention strategies, training/developmental programs for existing employees, hiring/integration/performance management for new employees, and a sustainable long-term workload and challenging & fulfilling career for all employees. Evaluate Engineer performance & take needed actions to correct deficiencies, including Strategic Alliance QC issues. Encourage Employee Recognition nominations, progress outstanding engineers who meet the criteria.
Qualifications
Minimum:
- Bachelor's degree in engineering
- A minimum of 8 years experience in engineering
- California Professional Engineering (PE) License in electrical or mechanical engineering
Desired:
- A minimum 1 year of supervisory experience
- MBA or masters degree in engineering
- Knowledge and experience of power generation
