Job Description

NAES Corporation, a leading provider of 3rd party O&M services to the Independent Power Industry, is currently recruiting for the following position:

GENERAL SUMMARY

Represent NAES Corporation on all matters pertaining to the provision of Operations and Maintenance (O&M) services during pre-commercial and transition phases of a project.  During these phases, serve as the single point of contact between the client and NAES, with the authority to make decisions on behalf of the company.  Transfer appropriate duties to the Plant Manager prior to the commercial operations phase.  Provide general oversight and coordinate headquarters support for multiple projects including projects with significant challenges and complexity during commercial operations.  

PRIMARY DUTIES

Develop an overall pre-commercial and/or transition plan, specific to each project.  Must take into consideration variables such as specific plant technology, timing of project, federal / state / local regulations, and labor / community relations.

Act as primary contact between NAES headquarters, the client and the Engineering Procurement Construction (EPC) contractor.  Responsible for commenting on EPC's schedule and developing integrated training plan, making changes as appropriate, and coordinating operator training with the EPC.  Ensure training schedule and staffing sequence are in alignment.

Oversee all aspects relating to specific projects to include, plan execution, various report and manual development, O&M schedules and budget responsibility, client approval on spare parts, inventory, office furniture and equipment, instruments, electronic, etc.

During commercial operations, provide general oversight and coordinate ongoing headquarters support of the project to assure continued successful operation of the plant by NAES plant personnel.  Ensure plant manuals are updated and maintained.  Ensure all NAES personnel understand major issues in the O&M Contract, Power Sales Agreement and Steam Sales Agreement.  Provide assistance to the client on same agreements and contracts, environmental permits, warranty claims, training plans, tool and spare parts lists, and milestone schedules. Conduct assessments of all aspects of plant staff and project performance against contractual and/or regulatory requirements, industry practices, and NAES standards.  Identify and implement appropriate actions, evaluate the effectiveness of the action, and follow up to ensure that objectives are met.

Provide training and orientation to the Plant Manager in conjunction with the Accounting and Human Resources departments prior to the commercial operations phase to ensure alignment with NAES philosophies.  Prepare Plant Manager to become focal point of all project activities and ensure the manager and staff are prepared to support plant startup and transition to commercial operations. 

Provide regular status and forecasting reports to the client.  Ensure associated administrative activities are complete. Interface with the client, the utility, the steam host, government agencies, and major equipment vendors on all matters related to the operation and maintenance of the plant.

In the absence of the Plant Manager, coordinate the schedule of individual system startup to ensure proper working operations prior to the commercial operations date.  Initiate public relations contacts with local civic, educational, media, police, and fire protection organizations in accordance with client needs.

By reports, analysis of data and direct observation, evaluate project performance and identify and implement appropriate actions to improve performance.

SCOPE OF RESPONSIBILITY

This position determines own practices and procedures, contributing to the development of new concepts and site-specific procedures.  Job is project supervisory to the extent that daily work direction and support is provided to the Plant Manager and staff in a contractual execution position and to project management personnel when assigned.  Performs duties independently with general direction given.  Decisions are made within policy and procedure guidelines.  This position has project budgetary preparation and compliance accountability.  Project management accountability varies depending on project size ranging from $500,000 to $5,000,000.  Job is partially accountable for long-range planning.  The position encounters a wide diversity of work situations with a high degree of complexity.  Contacts are normally made with others inside and outside of the company to include customers, vendors, contractors, other departments, immediate associates and own supervisor.  Contacts are usually made on own initiative concerning matters requiring explanation, discussion, interpretation and approvals.

All employees have the responsibility to both the customer and their co-workers to do the job right the first time and to ensure the customers' needs are being met. 

SPECIFIC SKILLS AND KNOWLEDGE REQUIRED

Fundamental technical knowledge of power plant systems and design required.  Organizational, communication, budget, cost estimating and scheduling skills required.  Knowledge of word processing, spreadsheet and project management software required.  Supervisory skills desired.

EDUCATION AND EXPERIENCE REQUIRED

  • Bachelor of Science Degree in Engineering or equivalent knowledge and experience is required. 
  • Six to ten years work experience in engineering, specifically in an industrial or power plant environment, to include design, construction, startup or operations.
  • Management experience in technical areas. Experience in the coordination of multiple activities and tasks in multiple disciplines required. 
  • Experience with project scheduling and budgeting highly desirable.
  • Spanish language skills highly desirable.  Other foreign language skills desirable.
  • Plant Management experience in Operations or Maintenance highly desirable.

WORK CONDITIONS

Normal working hours are 8:00a.m. to 5:00p.m. Monday through Friday.  Extensive travel may be required to meet client or project requirements.  Work is performed on industrial sites when traveling, requiring protective clothing and equipment.  Extended hours (approximately 60hrs/week) may be required during travel or due to project phasing and project specific requirements.
