Responsible for directing the work activities involved in the development and administration of engineering and construction labor contracts for transmission and station projects. Interface with supply chain, legal, risk management, project managers and various business units. Work requires minimum supervision, exercise of considerable initiative, independent judgment, discretion, and the supervision of staff. Provide management and oversight of the contract administration function and support personnel, in the activities related to the development and administration of transmission labor and service contracts supporting transmission line and station projects,
Maintain and update approved contractors within the Contractor Qualification Database.
Provide prudency reviews for labor and service contracts for direct/sole source justifications, budgeting, support documents, and proper authorization levels and approvals prior to routing for management signatures; lead in the requirements development phase of labor contracts needed to support simple to complex projects across the various regions supporting Transmission Work.
Maintain and coordinate project control points with Legal, Risk Management, Procurement, other Transmission divisions and third party providers.
Assist Procurement in the development of competitive bid packages, bid evaluations, negotiation strategy, scope definition, amendments, notifications etc.
Prepare change letters and route for management approval; prepare contract amendments and annual wage rate and unit price multiplier changes to blanket contracts.
Maintain and update specifications and bid forms for labor contracts.
Establish and maintain scorecards to evaluate contractor performance; communicate directly with contractors regarding performance and contractual issues.
Ensure contract Administration activities are performed in accordance with the AEP Procurement Policy and Corporate Code of Conduct.
Review and evaluate labor pricing or other commercial markups to ensure pricing is competitive.
Periodically audit/check equipment rental rates submitted by contractors against industry published rates.
Coordinate with Risk Management regarding project risks, liabilities, and the processing of insurance and property damage claims.
Prepare AssetSuite contract requisitions and releases for execution.
Provide and update current station contract unit prices and unit price multipliers to Estimating Group for updating estimating programs.
Formulate, stimulate suggestions and develop recommendations to systems, programs, processes and procedures related to Contracting Administration activities and responsibilities and implement as approved.
Facilitate the review of contractor certification process.
Support the development of long-range work plans to assess and plan for needed resources. Minimum Requirements Bachelor's degree in Business Administration or related degree with at least four to six years experience in station, line or planning. Must have a working knowledge of the matrix organization and reporting tools (software systems) used by the Transmission organization.
