RESPONSIBILITIES: Serves as the focal point for business excellence in the Information Technology organization. Ensures Information Technology "runs like a business" by driving continuous improvement throughout the organization. Establishes internal procedures, conducts internal assessments, establishes metrics and tracks trends, and continuously benchmarks cost and service quality. Leads the development of the IT strategic plan, work force plan, and annual IT business plan, and ensures alignment with TVA strategies and plans. Manages IT's vendor management program, service level management program, and serves as a focal point for IT communications within the organization and across the agency. JOB DIMENSIONS: Supervisory Responsibility - Manages a staff of approximately 25 IT business professionals, including two directly reporting managers. Budget Responsibility - Responsible for an organizational budget of $4M; manages over $30M in IT contract spend each fiscal year. PRINCIPAL ACCOUNTABILITIES: Establish key performance indicators for the organization, and provide monitoring, reporting and analysis to drive improvements in IT effectiveness and efficiency. Manage IT's participation in formal benchmarking efforts including UNITE and EUCG. Strive for top quartile performance. Develop and maintain IT's internal operating procedures, and conduct periodic assessments to ensure effectiveness. Lead the development of multi-year business plans, strategies, and work force plans. Coordinate with TVA planning organizations to ensure alignment with the business. Serve as the primary interface with the Corporate Controller on budget planning and accounting for IT. Provide regular financial analysis and reporting to ensure organizational goals and objectives are met. Manage IT's Service Level Management program, including pricing, service levels, reporting, and on-going administration. Establish and maintain the overall IT Vendor Management program. Coordinate with Supply Chain in negotiating contracts for IT equipment and software. Ensure IT remains in compliance with all contracts and software licenses. Analyze vendor performance and provide periodic scorecards. Manage sourcing agreements for the recruitment and selection of staff augmentation contractors for the IT organization. Oversee IT's communications program, which includes agency-wide articles, CIO communiqués, employee newsletters, customer bulletins and advisories, management presentations, and IT weekly highlights. Provide ongoing coaching and performance management mentoring to managers and staff. Provide input into IT strategy formulation and communications. MINIMUM ELIGIBILITY FACTORS: Education - Bachelor's degree in Business Administration, Computer Science, or related field. MBA preferred. Experience - Ten or more years of IT or related business experience; at least three years experience in formal leadership roles. Knowledge/Skills/Abilities - Demonstrated planning and organizational skills. Ability to operate at both a strategic and analytical level. Skilled at negotiating and team-building. Effective written and verbal communication skills. Able to coach and develop employees to reach their full potential.
