Job Description
Job Summary: Plans, schedules, conducts or coordinates detailed phases of licensing work in a part of the overall regulatory plan. Screens industry information for applicability to TVAN station(s), develops actions plans to address plant events, industry issues, and conducts independent investigations of selected safety topics. Coordinates station interface with the NRC, INPO and nuclear insurer, evaluates findings and develops action plans to resolve findings. Prepares documents for submittal to NRC which may include a variety of complex features, such as modifying plant licensing basis, resolving conflicting regulatory requirements, differences of opinion with the regulatory agency, or difficult coordination requirements. Work requires a broad knowledge of precedents in the regulatory area and a good knowledge of licensing principles and practices. Fully competent licensing engineer in all conventional experience aspects of the subject matter that plans and conducts work requiring judgment of independent evaluation, identification of alternatives, selection of strategies, and implementation of action plans. Devises to approaches to problems encountered and adapts standard methods to fit unique situations. Requires sufficient professional experience to ensure broad competence. May travel to various NRC, industry and TVA plant locations when performing assigned tasks and may, at times, when the requirements of the assignment warrant, be temporarily assigned to different field locations. Supervisory Responsibilities: May supervise or coordinate the work of small multidiscipline teams assigned to routine projects. Supervision Received: Independently performs most assignments with instructions as to the general results expected. Receives technical guidance on unusual or complex problems and manager approval on proposed plans for projects. Skills and Proficiencies: Verbal communication Written communication Regulatory research techniques Plant systems knowledge Organizational knowledge Familiar with TVA regulatory documents Familiar with industry regulatory documents Familiar with NRC regulatory documents Familiar with TVA regulatory processes Familiar with insurance guidance documents Familiar with INPO guidance documents Minimum Qualifications: Bachelor's Degree in engineering from an accredited curriculum, plus related continuing education. Licensed professional engineer desirable. Membership in professional societies desirable. Must complete TVAN Engineer Support Personnel training program within two years from initial appointment to position (or by date specified by management). Must have demonstrated proficiency in engineering as evidenced by completion of Engineering Graduate Progression Plan or equivalent post engineering graduate education and experience. Must be able to obtain and maintain unescorted nuclear plant access and S-3 and S-4 medical qualifications when applicable. Must be able and willing to assume "on-call" rotational assignments which may include 24 hour-a-day, 7 day-a-week availability. Must be willing and medically able to work rotating shifts and maximum overtime permitted by TVAN procedures during peak periods. Must be able and willing to travel to plant locations as required when performing assigned tasks and, as necessary, to be temporarily assigned to a field location.
