Job Description

Transnuclear, Inc., a subsidiary of Areva and premier provider of storage and transportation of spent nuclear fuel and other radioactive materials, is seeking a Nuclear Licensing Specialist for our Columbia, MD location. This position requires a skill set involving critical records research and change-facilitation to ensure federal regulations are being met, independent licensing activities management, knowledge of TN's various licensing bases, plus knowledge of TN and competitor ongoing licensing actions. The incumbent must have a desire to fully own the critical records research and facilitation responsibilities and also have a desire to maintain a licensing actions level of knowledge and coordination role.
The primary role of this position includes the facilitation of licensing support activities such as:
  • Coordination of complex response submittals for Nuclear Regulatory Commission requests for additional information
  • Management of SAR drawing controls through revisions, amendments, etc.
  • Understanding which TN systems are covered by each CoC/TS/SAR
  • Understanding the outline of the information found in CoCs, TS, and SARs
  • Review of safety analysis report change notices for legibility, logic, and proper interplay
  • Knowledge of TN procedures associated with the control of licensing documents
  • Maintenance of Certificate of Compliance (CoC) List (effective dates, expiration dates, etc.)
  • Maintenance of TN Amendment Milestones List
  • Maintenance of Current Licensing References file
  • Maintenance of Technical Specifications (TS) and Safety Analysis Report (SAR) revisions Microsoft Word and Wordperfect files (including non-Proprietary and Public versions)
  • Maintenance of CoC, TS, SAR files in Laserfiche
  • Maintenance of shelf copies of CoCs, TS, and SARs
  • Establishment and Maintenance of a list of Control Copy Holders of all SARs
  • Maintenance of Composite Records in Laserfiche per TIP 5.5
  • Maintenance of Administrative Policy for SAR/Licensing Documentation Practices
  • Creation of biennial UFSAR update packages, by coordinating FCN incorporation
  • Documentation of the process for maintaining CoC/TS/SAR change control indicators
  • Maintenance of CoC/TS/SAR change indicators through the review iterations
  • Generation of amendment-implementing FCNs once amendments are approved
  • Documentation of guidance for SAR drawing control
  • Assignment of 72.48 numbers and maintenance of the log
  • Distribution of safety analysis report change packages
  • Obtaining Federal Register downloads of Part 71 and Part 72 activity/share with management
  • Obtaining NRC ADAMS weekly downloads of Part 71 and Part 72 activity/share with management

Department Description
The licensing group coordinates all nuclear regulatory submittals associated with dry fuel storage system certificate applications and amendment requests, radioactive waste transportation certificate applications and revision requests. The group also maintains the licensing basis documents associated with those certificates, including biennial safety analysis report updates and facilitation of the 10 CFR 72.48 process involving changes to the various licensing bases. The group arranges for all interactions with the U.S. Nuclear Regulatory Commission.
TYPICAL PROJECTS THIS GROUP MAY WORK ON:
  • Applications for 10 CFR Part 72 spent fuel storage certificate of compliance (CoC) amendments.
  • Applications for 10 CFR Part 71 radioactive material transportation CoC revisions.
  • 24-month updates to Updated Final Safety Analysis Reports.
  • 24-month 10 CFR 72.48 Evaluation Summary Submittals.
Travel
Occasional same day travel to Rockville, Maryland, USA.

All candidates must meet the following minimum requirements in order to be considered for this Nuclear Licensing Specialist opportunity. Candidates who exceed minimum qualifications may be considered for a higher level position.
  • BS degree plus 2-4 years of related work experience including previous experience with licensing fundamentals (or AS plus 4-6 years of related work experience or a HS diploma plus 6-10 years of related work experience).
  • Excellent written and verbal communication skills
  • Ability to work occasional evenings and weekends
  • Valid driver's license
