General Information

This position is eligible for domestic relocation.

This position is not eligible for cross border relocation.

 

Responsibilities

Responsibilities:

- Reporting to the US Power Compliance Manager, the Safety Specialist will provide active leadership to ensure corporate policies; regional practices and procedures are followed with the additional focus of leveraging best practices across the region(s).

- The incumbent will act as a technical expert resource for safety risk identification and mitigation during routine power facility operations, maintenance projects and related activities.

- This role will lead the development, implementation and monitoring of employee and occupational safety programs based on analysis of audit, inspection and statistical findings.

- The incumbent will ensure the region is in compliance with federal and state regulations including TransCanada Health & Safety criterion by maintaining high standards of documentation, record keeping and timely reporting.

- The successful individual will possess demonstrated leadership with a proven track record of influencing and motivating core staff, line management, and contractors that result in positive outcomes.

 

Specific responsibilities include:

-Influence and participate in the development of process and occupational health and safety policies, programs, processes and procedures.

-Anticipate needs of customers and provide a high level of customer service by ensuring effective process and occupational safety expertise and advice, guidance and recommendations are given to business partners, facilitating their decision making processes.

-Inspection and assessment of safety and health risks associated with facilities, processes, equipment and materials.

- Providing leadership, guidance and mentoring to regional personnel on safety processes and issues.

- Ensures timely tracking and implementation of corrective actions to address planned inspection and audit findings.

- Coordinate and facilitate the provision of training/knowledge and skills necessary to recognize process and occupational safety hazards to employees and managers.

- Conducts incident/accident investigations through root cause analysis and acts as an expert technical resource in determining and implementing innovative and practical solutions in response to investigation findings.

- Lead and design safety related activities, hazard assessment reviews, incident investigations and audits

- Maintain safety information to meet regulatory requirements as well as to provide and analyze data for problem solving and decision making

- Identify emerging regulatory changes, industry trends and issues; develop recommendations to mitigate risk and communicate findings to key stakeholders.

- Facilitate between business partners and other key stakeholders to resolve issues whose competing interests may conflict with each other;

Liaise with business partners, contractors, management, industry associations and other external stakeholders to ensure TransCanada business needs are met.

- Consolidates and analyzes data and completes Safety related reports to Regional/Corporate stakeholders, Municipal, State and federal regulatory agencies.

- Active leadership/mentorship of safety committee participants and safety meetings.

 

Qualifications and Education

Technical expertise

- Strong technical expertise in the disciplines of process safety (design engineering, loss control management, hazard identification, incident investigations, emergency preparedness and response, risk management and safety management systems).

Analytical

- High level of analytical ability and strategic thinking required to gather and evaluate complex information obtained from a variety of sources and to formulate recommendations.

Decision Making

- Ability to make decisions where only general policies and procedures are available requiring application of judgment and independent action;

Team building

- Ability to interact at all levels of the organization and across the businesses.

- Ability to effectively and efficiently coordinate action as part of an HS&E team.

- Demonstrated ability to build constructive and effective business relationships.

- Effective communication, writing and public speaking skills are essential.

- Leadership skills to act as a role model, promoting a positive influence on the work of others through demonstration of technical expertise and effective interpersonal skills.

Commitment

- Dedicated to meeting expectations and requirements of internal and external client

- Post-secondary diploma/degree in a safety related discipline (process safety engineering, occupational safety, etc.) or a minimum of 7 years of combined applicable academic training, certification and related experience.

- Certification or accreditation as a Certified Safety Specialist (CSP) or related accreditation.

- Minimum of 3 years experience in related activities i.e. power generation, pipeline operations/maintenance/construction programs.

- Strong leadership, interpersonal, analytical and communication skills.

- Strong planning and organizational skills.

- Demonstrated ability to solve problems and multi-task.

- Ability to work independently within a team environment.

- Strong computer skills.

- Experience with loss control, risk management and safety programs.

- This position requires travel to various sites as required.
