This position is directly responsible for the design, project management, coordination and implementation of Metro-North's Customer Information Systems (CIS). This position will provide direct technical, organizational and maintenance leadership for customer Public Address systems, Security and other communications services located at passenger stations along the right-of-way.
RESPONSIBILITIES
- Manage all aspects of the Capital projects assignments, including the development of all required plans, specifications and Quality Assurance Compliance programs.
- Provide engineering, design, scope development, specifications and plans and manage the engineering and design between the capital projects and operational and maintenance departments.
- Manage the budgets and schedules for capital communication projects.
- Review and approve documentation including schedules, design documents and submittals prepared by consultants or vendors relative to communication projects.
- Research, Develop and institute new technologies to assist Metro-North to obtain corporate goals.
- Provide a lead in supporting Metro-North's Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations.
REQUIRED QUALIFICATIONS
- Bachelor's Degree in Electrical Engineering or related technical field.
- Minimum of seven (7) years experience in a transportation related industry with a combination of communication systems, signal systems and related technologies and equipment.
- Minimum of five (5) years experience managing Engineering, Capital Programs, Labor Management, Budget process, and/or Manpower control.
- Knowledge of Microsoft Office, AutoCAD, and Microsoft Project or Primavera.
- Strong knowledge in managing complex technical designs and projects.
- Strong knowledge in SONET, ATM and other communications transport systems.
- Excellent written and verbal communication skills.
- Knowledge of project management skills.
- Effective interpersonal skills with all organizational levels.
- Broad background in technology used in communication systems.
- Knowledge of Federal Communication Commission requirements.
- Knowledge of accounting, budget and payroll processes.
- Strong knowledge of safety policies and procedures.
- Knowledge of Quality Assurance and Quality Control Programs.
- Must be able to work outside of normal working hours, including weekends, as needed to support maintenance and construction projects or emergency situations.
- Strong knowledge and experience in the integration of digital networks.
- Knowledge of Bell Systems' Practices.
- Excellent working knowledge of Microsoft Office and/or comparable applications.
- Strong analytical skills in order to analyze new and existing products, equipment and/or procedure.
- Must be able to recommend improvements or replacements to better support the voice and communications systems.
- Understanding of software and hardware systems to perform evaluations.
- Must be able to work in a high-profile/high-pressure environment.
- Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
- Must be able to implement and participate in Metro-North Railroad Priority One Safety Program.
- Must have a valid driver's license.
PREFERRED QUALIFICATIONS
- Familiarity with Metro-North's Operations, policies and procedures.
- Familiarity with basic understanding of railway signal systems.
This is a safety sensitive position and subject to toxicological testing.
