Power Plant Manager – Marble Falls, TX

The Lower Colorado River Authority (LCRA) supplies low-cost electricity for central Texas, manages water resources in the lower Colorado River basin, maintains public recreation areas, and supports community and economic development in 58 Texas counties. LCRA is a public service organization with headquarters in beautiful Austin, Texas, but serves customers and maintains facilities from the Hill Country to the coast. A majority of employees work in and around Austin, a vibrant and growing city that serves as the state capital of Texas and is known as the "live music capital of the world.”  Marble Falls is located in the heart of the Texas Hill Country on the Colorado River 47 miles northwest of Austin in the middle of the Highland Lakes area, the largest chain of lakes in Texas.

 

This is an opportunity to lead the staff of a single-unit gas power generation facility with current capacity of 420MW and possibly commissioning and leading a new co-gen facility of over 600MW.  Responsibility for all plant operations, maintenance, engineering, purchasing, stores, safety, training, environmental and regulatory compliance and community relations are part of this role.  Specifically: 

  • Provides leadership and direction to staff.  Hires, trains, assigns work, evaluates and manages performance, determines compensation of staff in compliance with human resources policies and handles all aspects of staff supervision.  Maintains awareness of department issues and responds to employee needs and concerns. 

 

  • Develops strategic and operating plans, goals, objectives, priorities and procedures.

 

  • Develops and manages generation facility budget. 

 

  • Leads staff to evaluate and propose use of innovative technologies and new practices. 

 

  

  • Ensures appropriate records are maintained for personnel, budget requirements, capital equipment, management systems, policies and procedures.

 

  • Works with management across the organization to develop policies and procedures with company-wide impacts. 

 

 

  • Makes presentations to LCRA management, LCRA Board and LCRA customers as required

 

  • Represents the LCRA to external stakeholders and organizations such as external professional associations, regulatory bodies, local governments, civic organizations and the general public as required.

Preferred Qualifications

  • Experience in operating and maintaining a traditional fossil fired power plant is a necessity.

 

  • Experience in operating and maintain a combustion turbine based power plant is a plus.

 

 

  • Experience in start up and commissioning of a new power plant is a plus.

 

  • Line management experience with a proven track record of safety excellence, solid judgment, decision making, budget management, and environmental stewardship is a necessity

 

  • Proven track record of leadership and creating an environment of employee involvement and continuous improvement is a necessity

 

 

  • Proven track record of leading change and in developing and executing strategies to support change is a necessity.

 

MINIMUM QUALIFICATIONS:

Twelve or more years of experience in power plant, or similar industrial, operations, maintenance, engineering, planning or construction, including 5+ years experience preparing and managing budgets and supervising employees.  A degree(s) in power generation, engineering, business, science, math or relevant field may be substituted per LCRA guidelines for certain years of experience.
