RESPONSIBILITIES: Manage the Bellefonte Nuclear Plant (BLN) Unit 1 Project Refurbishment Program (pumps, motors, valves, etc), and related vendors refurbishment program while ensuring integration, interface, and oversight of the managed activities. Ensure that all activities are conducted in accordance with applicable TVA policies, programs, and procedures, including Federal, State, and local regulations. Coordinate priorities with Engineering, Construction Manager and Project Controls to meet project safety. Create and schedule all goals and objectives. JOB DIMENSIONS: Supervisory Responsibility - Responsible for supervising up to 4 FE/Construction supervisors. Budget Responsibility - Planning, interface, integration, and oversight of construction scope of ~$30M/yr, $150M total. PRINCIPAL ACCOUNTABILITIES: 1 .Responsible for the day-to-day management of the Refurbishment Program, including interface, integration, and oversight with BOP, NSSS, and TG Contractor work to support BLN completion in conformance with applicable regulations. 2. Direct resource allocation to ensure that organizational staffing levels and financial resources are adequate to support safe execution of the restart schedule, including interface with major refurbishment vendor activities to support BLN completion. 3. Coordinate with various entities impacted by need of refurbished components (e.g. BOP, NSSS, T/G) to ensure timely development of WOs and approval of work packages. 4. Review project execution plans for refurbishment program and integration with phases of nuclear project construction. 5. Participate in discipline specific aspects of the restart schedule development and resolve conflicts. 6. Provide planning support, field engineering, and field installation support to project organizations and vendors in the resolution of technical and installation problems. 7. Participate in daily pre-job briefs, schedule meetings, safety meetings and applicable Contractor meetings. 8. Perform safety walk downs and perform observations. 9. Prioritize assignments, set goals, and project department needs, while meeting deadlines. MINIMUM REQUIREMENTS: Education - A BS degree in an engineering; or a comparable technical field; or equivalent education, training & experience. Experience - 15 years exp. in Mechanical Engineering /Electrical Engineering, maintenance, construction, or utility management, of which at least ten years is nuclear experience. In addition, five years experience in project/construction management. Must have detailed working knowledge of power plant design, construction, and/or maintenance techniques and practices. Knowledge of NRC regulations, design and licensing basis requirements and industry codes and standards. Must have strong communication skills both verbal and written. Strong demonstrated experience in administration and management, specifically planning and contracting oversight area Certification/License, etc - PMP certification and/or equivalent experience is desired. Knowledge/Skills/Abilities - Must maintain a motivated, efficient, and effective workforce to ensure the safe and timely production of quality deliverables. Must be able to communicate effectively with employees, management, and Contractors, and have working experience in program management in the nuclear industry. Must have the ability to analyze complex technical problems, determine cost efficient solutions, and develop/direct execution plans. Must have detailed working knowledge of nuclear power plant design, construction, and maintenance techniques. Must have working knowledge of upper tier external and internal documents which govern nuclear power plant programs (e.g., CFR, ASME, ANSI, etc.). A detailed working knowledge of TVA processes, programs and practices is desirable.
