Job Description
Job Summary:
Develop and manage project reporting requirements for all major project vendors. Manage integrated project schedule and budget. Monitor project performance and manage continuous improvement process. Responsible for performance analysis, plant interfaces, and accounting services at the site to support the Bellefonte Nuclear Plant (BLN) construction activities, ensuring that managed activities are conducted in accordance with all applicable TVA policies, programs, and procedures; and Federal, State, and local regulations.

Primary Responsibilities:
° Manage all aspects of the BLN cost and scheduling processes to ensure that all scheduling, estimating and cost reporting programs are comprehensive.
°Provide BLN management with integrated project schedule, integrated cost reporting, cost analysis and performance measurement to ensure efficient, effective oversight of all scheduling functions.
° Manage the development and preparation of the BLN annual budget and quarterly forecasts, multiyear business plans, financial analysis and reporting system, the goals and objectives program and operating and business decisions which support the TVA corporate mission and economic targets.
° Manage all accounting activities onsite including payroll, maintenance and enhancement of project accounting systems, implementation of project accounting procedures through the establishment and maintenance of project accounting procedures and internal controls, ensuring accounting records are properly maintained in accordance with Federal Energy Regulatory Commission requirements for utility accounting, generally accepted accounting principles, TVA accounting procedures, and TVA Nuclear standards, and advise senior management on all accounting matters.
° Manage the development and implementation of project analysis (metrics) and reporting systems in order to monitor key indicators to reduce costs and increase overall site effectiveness and efficiency.
° Manage the development, implementation, and oversight of improvements to cost and scheduling tools to provide streamlining, standardization, reduction of costs and cycle time, and increased overall site effectiveness and efficiency.
° Conduct project cost/schedule meetings to provide indicators and reports on trending.
° Perform oversight of contractor Project Controls reporting to assure consistency and accuracy of reported metrics.

Requirements:
° Must have a bachelor's degree in engineering, a scientific discipline, or equivalent.  A master's degree in technical or business area is desirable.  .
° Must have 15 years of experience associated with the design, construction, maintenance, and/or operation of a power generating plant with at least 8 years experience in the nuclear power industry.  At least 4 of those years should be in a supervisory capacity
°Project Controls or Project Management certification desirable.
° Must have the ability to analyze complex technical and management problems and determine the most cost efficient solutions.  
° Must have detailed working knowledge of nuclear power plant design, construction, and maintenance techniques and practices.  
° Must have working knowledge of upper tier external and internal documents which govern nuclear power plant programs (e.g., 10 CFR, FSAR, ANSI, AQ Plans, etc.).
° A detailed working knowledge of TVA processes, programs and practices is desirable.
° Must be able to communicate effectively with employees and management at all levels, and have extensive experience in program management in the nuclear industry.  
° Must maintain a motivated, efficient, and effective TVA workforce to ensure the timely production of quality deliverables.
