Job Description
RESPONSIBILITIES:

Manage the site security program in the development implementation and maintenance of a security program in support of the operation of a nuclear plant site.

JOB DIMENSIONS:
Supervisory Responsibility - 3 or more M&S positions (Supervisor, Security Field Support, Coordinator, Nuclear Site Security) and represented positions

PRINCIPAL ACCOUNTABILITIES:
1.Act as Manager and have overall responsibility of the site Security Technical Contract, Security Field Support (Plant Access, Training, and Administrative Support), Security Technical Support, and outage functions of a nuclear plant in order to provide reliable, efficient and safe operation of the security program, to protect against the design basis threat.
2.Manage the development, implementation, and maintenance of the site nuclear security programs in support of the nuclear power security program to provide onsite project management for any upgrades or required changes. Develop the site security budget and establish controls on contract expenditures to ensure that approved budget is not exceeded.
3.Develop and submit, for approval, revisions to the site Physical Security, Training and Qualification and Contingency Plant and implementing procedures. Ensure implementation of site procedures are implemented according to regulatory requirements.
4.Ensures contractor is performing at acceptable level and provides Manager, Nuclear Security Operations with quarterly evaluations.
5.Manage the plant safeguard program and serves as the plant Classification and Control Officer for all safeguards/classified information is maintained in compliance with policies and procedures.
6.Determine the regulatory reportability of security events and prepares the required report/notification as per 10 CFR 73.71 and the TVAN standard on event reporting.
7.Develop the site security operating procedures and ensures that the contract requirements for selection, training, equipping, testing and qualification of security personnel are met.
8.Develop the industrial security program and direct contract security for various support facilities associated with the plan owner controlled area.

MINIMUM REQUIREMENTS:
Education - B.S. degree security operations or comparable related field of study, or equivalent education, training & experience.

Experience- Must have seven years of experience in power plant security systems/programs or industrial security programs, of which three years must be in a management role at a nuclear facility, or ten years of nuclear plant security systems/programs or industrial security programs, of which four years must be in a management role at a nuclear facility.

Knowledge/Skills/Abilities - Developing and managing Nuclear Security teams. Applicable Code of Federal Regulations, 10 CFR 73.21,10 CFR 73.55, 10 CFR 73.56, 10 CFR 26 operation and oversight of an integrated security system.
