POSITION PURPOSE: This position is responsible for the design, development and implementation of the talent and workforce planning tools and methodologies to identify the talent needed to support the business objectives. This includes the governance of the attrition planning and knowledge retention program and processes. Sets process standards for addressing business needs, forecasting recruitment needs, profiling staffing availability, trending and analyzing data and analyzing labor costs to support managers in the decision making. Also provides guidance on the process and format of the annual staffing plan that is included in the TVA Business Plans. Works collaboratively with HR Business Partners to develop solutions to meet the customers HR Planning needs. Responsible for directing workforce development initiatives in partnership with other organizations. PRINCIPAL ACCOUNTABILITIES: 1.Incumbent is responsible for the Human Resource Planning function. 2.Designs, develops and implements planning tools and methodologies to identify the talent needed to support the business objectives. 3.Establishes human resource planning and reporting processes. Oversees the development of models for strategic staffing plans for both TVA and contractor resources. Develops and maintains performance metrics used to monitor the effectiveness of TVA Workforce strategy implementation. 4.Responsible for monitoring and identifying key workforce trends and developing strategies to address adverse trends. Looks throughout the business world to identify future labor trends, analyze the potential impact on TVA, and design strategies to address critical issues. 5.Responsible for building the TVA annual staffing plan. Defines staffing requirements for all TVA organizations and coordinates recruiting strategies with Talent Sourcing. 6.Manages the tools and provides information on staffing profiles, trends, and a wide variety of workforce statistics to assist management in making staffing decisions. 7.Manages third -party or external resources to support human resource planning activities or initiatives. ELIGIBILITY FACTORS: Bachelor's degree in Business, Economics, Management or other related field required. An advanced degree is desired. At least eight years of progressive experience in related products and services. Nuclear training background and/or technical plant experience desired. Knowledge of performance measurement, business planning, budgeting, and financial analysis. Knowledge of HR processes is desirable. Knowledge of TVA core businesses. Proven successful management skills. Proven group facilitation, coaching, feedback, and conflict management skills. Demonstrated excellence in research, problem solving, written and oral communications, project management and analytical skills. Ability to positively interact and influence management and Employee Relations at all levels.
