POSITION PURPOSE: Responsible for business, analysis, economic and/or financial evaluations and/or decision modeling related to: Analytic calculations and support for fraud detection activities related to delivering coal (coal, blended coals, and limestone) and fossil fuel alternative (tire derived fuel, bio-mass, petroleum products) supplies and/or transportation/terminalling/railcar services necessary to operate TVA's fossil-fired generating units. Additionally, knowledge of and support for Fuel and Transportation strategic and tactical planning, special projects, requests for proposals and award of fuel supply contracts will be required. The incumbent is responsible for selecting appropriate analytical methods to achieve goals and objectives within a tight schedule with little guidance from the supervisor. Recommends appropriate actions to Senior Management. Provides guidance and leadership to more junior staff. Serves as Technical Contract Manager as needed to support contractor activities related to fuel assurance. JOB DIMENSIONS: Supervisory Responsibility - Contractors / Interns or others as assigned Budget Responsibility - O&M budget $2.0 M PRINCIPAL ACCOUNTABILITIES: 1. Develop and implement strategy and support systems for fuel assurance and fraud detection 2. Prepare reports to validate TVA is accurately paying for the fuel it receives. 3. Lead special investigation/special reports as requested to meet the needs of the overall fuel assurance program. 4. Interface with IG, OGC, and senior management in support of Fuels Assurance Program, which includes preparing and making presentations and reports. 5. Have an understanding of systems used for analytic support, forecasts, supply plans, etc. and how they interact and compliment the fuel assurance program. 6. Prepare analytical/financial analysis and evaluations/recommendations based on continuous monitoring of information and data mining. 7. Serve as subject matter expert to support IT projects related to fuel assurance data. 8. Document discovered issues and coordinate investigation / resolution with Fuel Assurance Project Managers and Program Managers as needed. 9. Provide technical and analytical expertise necessary to optimize the overall fuels planning, market analysis and planning, long-term planning, capital spending planning, etc. 10. Assist in areas of fuel analysis, budgeting, forecasting, planning, etc. ELIGIBILTY FACTORS: B.S degree in a technical or management discipline or equivalent related experience. A master's degree in business administration or engineering is preferred. Eight or more years of experience. Must have a minimum of 5 years experience associated with the electric utility industry with preferred experience in analysis related to Coal & Gas origination, contract administration, logistics, analytics, and information technology along with fuel assurance methods, processes, and procedures. Budget preparation, variance reporting and strategic planning background desired. Incumbent must have through working knowledge of coal mining, sampling, and weighing processes. Must demonstrate leadership and the ability to effectively communicate with senior and executive management. High level of computer/personal computer skills. Experience using MS Access or advanced Excel. Knowledge of databases and reporting and experience in IT techniques, methodologies, and tools a plus.
