Job Description
RESPONSIBILITIES:
Serves as a project manager and is accountable for planning and directing short-term projects and/or for performing assigned segments of large-scale, highly visible projects requiring cross-organizational coordination and involvement.  Participates on multidisciplined/cross functional teams in the development and implementation of major initiatives.  Manages administrative functions associated with project such as financial monitoring and statistical reporting.

PRINCIPAL ACCOUNTABILITIES:
Responsible for planning, design, implementation, and monitoring of assigned segments or designated phases or broad, cross-organizational projects and/or managing all aspects of short-term projects.  Based on project specifications, participates on teams or locates necessary expertise to facilitate project completion.  Evaluates project specifications to determine the most effective strategy for project design, implementation, and control.  Based on project requirements, assigns responsibility and monitors overall progress toward project completion.  

In conjunction with this role, performs the following:

Establishes strategic plans to ensure that client and business needs are addressed with appropriate solutions. Specifically, develops and implements an ongoing program for enhancing Supply Chain capabilities in and execution of value-added contract pricing structures and strategies.
Serves as Supply Chain (SC) Subject Matter Expert for Contract Pricing Structures, providing training and advisory services to SC contracting personnel, participating on major contract solicitation and negotiation teams, and assessing existing processes and deliverables to ensure appropriate contract pricing strategies are employed.

Oversees cost/benefit analyses on large capital expenditures and initiatives.

Develops policies, procedures, and business practices to improve organizational efficiency and ensure compliance with agency and regulatory guidance.

Develops business plans for the project including workforce, resources, operations, and other supporting plans.  

Manages the allocation and utilization of assets, capital, and other resources.

Consolidates and integrates functional plans.

Ensures activities are properly coordinated, internally and externally, and that they are sufficiently integrated with related TVA activities to efficiently and cost-effectively accomplish organizational objectives.

Leverages technology to enhance the efficiency and effectiveness of the SC organization.

ELIGIBILITY REQUIREMENTS:
B.S. degree in business administration, finance, accounting, math, related field, or equivalent experience. Experience in project management and systems development, as well as experience in budget and resource management.  Demonstrated managerial competencies such as leadership, customer service orientation, planning/organizing, analysis, judgment, flexibility, interpersonal sensitivity, and negotiation skills.  Ability to effectively develop and maintain relationships with a diverse group of individuals.  Knowledge of contract pricing structures and strategies and program and/or contract assessment/review/audit experience desired.
