RESPONSIBILITIES: This position is accountable for providing senior technological oversight of a multi-organizational team responsible for TVA's Nuclear Power Group (NPG) meteorological program. Accountabilities include evaluation of program compliance with existing and new requirements, evaluation and implementation of modifications to the program, and communication of policy issues across NPG and the rest of the TVA team. This position is also accountable for assessing, analyzing and development of overall NPG's near-term and strategic long-range environmental planning initiatives. Accountabilities include evaluation of various compliance technologies, evaluation of near term compliance issues, as well as impact assessment of new and proposed environmental regulations. Develops recommendations for various compliance options and policy positions and communicates these issues across NPG. Provide technical direction, expert support, and Program/Project management in the low-level radioactive waste for NPG facilities. Develop programmatic requirements for the radioactive waste management. Ensure effective direction is provided to the sites on low-level radwaste management. Responsible for environmental protection associated with low level radioactive wastes. PRINCIPAL ACCOUNTABILITIES: This position plans, coordinates, and provides programmatic management which support NPG's meteorological, environmental & radwaste programs. "The incumbent is accountable for development of processes which support NPG's program goals and strategies. "The incumbent is responsible for developing and tracking improvement plans and indicators to achieve current and future compliance goals. "The incumbent is accountable to stay abreast of regulatory changes and developments in order to assure the meteorological and environmental management systems are kept current with compliance requirements. He/she is also accountable to develop compliance strategies and policy positions, soliciting input from other NPG and TVA organizations as required, on major new regulations, including improvement recommendations. The incumbent is accountable for communicating the regulatory horizon and development of the long range plans. "Manage the planning, scheduling, implementation, and monitoring to completion of Low-Level Radioactive Waste Management, Radioactive Material Transportation, and Environmental Protection Special Projects to ensure identified end product is delivered on time and within budget. "Act as sponsor of corporate low-level radwaste management and radioactive material transportation standards and procedures, such as the NPG Radioactive Material Shipment Manual. "Provide expert-level direction for programmatic development of radioactive waste management and environmental protection policy and requirements to provide corporate requirements and guidance to sites. "Provide direction and strategies for TVA Nuclear efforts to work with the Southeast Compact to develop a low-level radwaste disposal facility and/or alternatives. "Administer multi-site contracts for low-level radioactive waste management and radioactive material transportation services and products. Monitor contracts for technical adequacy and cost effectiveness. "Analyze site processes, procedures, and other documents that may impact the Low-Level Radioactive Waste Management and Environmental Protection programs. "Recommend site low-level radioactive waste and contaminated area goals and protocols that are consistent with best industry practices and assist with the implementation of actions to achieve them. "Direct the development of radioactive material transportation training and qualification criteria. "Direct the performance of regulatory and licensing reviews of radioactive waste management, radioactive material transportation, and environmental protection issues, recommend NPG responses or positions, and concur with responses to external organizations. "Perform long-term data evaluation key radioactive waste management and environmental protection parameters. "Serves as the Radiological Assessment Manager or Coordinator in the event of an emergency managing all radiological assessment activities in support of nuclear sites. Support emergency response drills and exercises. "Serve as TVA member on industry radwaste management and environmental protection technical workgroups and committees to ensure NPG's interest's are represented and to remain aware of industry norms and good practices to encourage their adoption into NPG programs. REQUIREMENTS: BS degree in Meteorology, or related scientific field. Must have at least six (6) years of professional experience with similar duties including progressive assignments leading to responsibilities at this level. An advanced degree and eight (8) years experience at the professional or managerial level are desirable. Must possess detailed knowledge of meteorological monitoring and general knowledge of environmental regulations; extensive knowledge of federal, state, and local regulations; comprehensive knowledge of power plant and control technology design/ operation; and a broad knowledge of project management skills. Effective communication (oral and written) interpersonal skills needed to communicate details of regulatory processes and regulations; program strategy development, and to assure effective interactions with a wide range of management and other disciplines. Must receive formal training in radioactive waste management within one year of assuming the responsibilities. The incumbent in this position is subject to rotational assignments.
