THIS IS A PROJECT POSITION: 3 to 5 years in duration (defined employment start and termination dates). Certain Benefit Limitations (i.e., no separation benefits). Director level approval and waiver required to bid on other PSEG opportunities and not eligible to bid on any new opportunities until the last 12 months of the defined employment assignment. - Serve as the Permitting and Licensing group lead for small to mid sized utility projects for inside and outside plant work, including linear developments - Partner with the Director of Environmental Project s and Permits in the development and implementation of short and long term strategic initiatives designed to assure the highest levels of performance, as well as attainment of business unit and/or site and corporate goals. - Plan, administer, and direct the licensing and permitting activities for the negotiation and acquisition of major federal, state, and regional authorizations / approvals. - Provide leadership feedback and mentoring to direct reports. - Conduct performance reviews/evaluations along with developing staff. - Interface with Project Managers to asses project need, schedules and costs - Interact with key internal stakeholder groups including corporate real-estate, legal, human resources, etc. - Specifically accountable for development and implementation of permitting strategies and permit conditions related to gaining environmental agency approvals for landuse, construction and water permits related to company projects and operations. - Develop engineering, scope and schedule recommendations and assessments that facilitate regulatory approvals and obtain permit conditions and requirements that support the needs of the specific projects. - Manage consultant / contracted services to obtain necessary technical resources to complete acquisition of permits. - Provide oversight of permit / environmental compliance to approved terms and conditions in support of the Business. Required: • BS in Engineering or Science • A minimum of 12 years experience in the permitting of projects and operating facilities • A minimum of 5 years experience directly supervising permitting personnel • Experience in negotiating permitting issues with external regulatory agencies such as the NJDEP • Detailed knowledge of local, State and federal permitting statutes, ordinances and regulations pertinent to environmental, land use, and construction • Established contacts with external regulatory agencies • Ability to manage budget, schedule, commitments, metrics and records for multiple simultaneous projects • Strong communication and negotiation skills • Experience in managing multiple contracts, purchase orders and associated deliverables from outside consultants • Must have a valid drivers’ license • Must foster an inclusive work environment and respects all aspects of diversity. • Must demonstrate and value differences in others' strengths, perspectives, approaches, and personal choices. | |
