Position Summary Responsible for the researching, designing, developing, facilitating, implementing, and delivering educational environmental, health and safety training programs using a variety of instructional techniques for assigned client groups as well as evaluating training effectiveness. The incumbent will create in-person, and online educational programs, recommending and implementing new educational technologies, enhancing the web presence of existing programs, and managing the department’s online training systems. Serves as the subject matter expert and project manager in the development, enhancement and maintenance of assigned training classes/projects.

The incumbent provides technical guidance and direction to other PPL employees in support of producing high quality, timely and cost effective solutions to ensure compliance with applicable Federal, State and local regulations. This position requires partnering with groups, such as but not limited to those involved in training and performance assessment to identify learning and development gaps, identify solutions and to foster development of all employees relative to health and safety issues. The incumbent works under general supervision. Primary Responsibilities 1. Conceptualizes and develops new training services based on experience and interface with customers, trainers, consultants, and subject matter experts to ensure pertinent issues are addressed in training.
2. Collaborates with department managers to achieve all business related training goals for workplace health and safety training. Manages assigned training classes/projects to ensure all goals are achieved within established timeline and budget.
3. Ensures training is delivered in a participant-centered, interactive design critical to effective learning based on industry standards in instructional design/adult learning and which supports the mission and values of the organization.
4. Identifies emerging trends, analyzes and reviews training/learning technologies and monitors regulatory changes to determine relevance to training delivery products and service offerings.
5. Researches and recommends vendor programs to address specific training needs when in-house solutions are not available or appropriate.
6. Recommends product and service additions, revisions, eliminations and extensions.
7. Facilitates training delivery using a variety of methods including instructor-led, self-study, and technology based learning.
8. Evaluates effectiveness of training programs and makes adjustments to content and methods as needed.
9. Provides periodic reports on course development and other projects.
10. Participates in industrial safety conferences and benchmarks top performing organizations to drive continual program improvements.
11. Produces and edits videos for inclusion in educational programs for use by subject matter experts.
12. Provides project management services, including project coordination, estimating, communications, material tracking, scheduling and cost monitoring on projects, and review with management.
13. Assists in managing the department’s educational management systems. Candidate Qualifications Candidates must meet the basic qualifications to receive consideration. Basic Qualifications 1. Bachelor's degree in Instructional Technology, Education, Public Health Administration, or other equivalent technical field.
2. 4 years experience in the design and development of technology-based instructional materials, workplace safety training/consultation, adult learning, and/or product development.
3. The ability to adapt to changing conditions, priorities, and requirements, as well as, the need to rapidly learn new skills.
4. The ability to interpret health and safety regulations.
5. Familiarity with a variety of delivery methods including instructor-led training, online learning, blended learning, job aids, video and self-directed learning.
6. The ability to rapidly organize and analyze complex and diverse topics and situations, as well as large amounts of data.
7. The ability to develop workgroups and team relationships with customers.
8. Strong oral and written communication skills with an ability to plan, design, develop, deliver and evaluate educational programs according to established instructional systems design practices.
9. The ability to identify users needs, analyze and logically organize information, and transform information into professionally designed, engaging, and effective solutions and plan, organize, and ensure implementation of training and delivery under deadlines. Preferred Qualifications 1. Bachelor's degree in Instructional Technology, Education, or Public Health Administration.
2. 8 years experience in the design and development of technology-based instructional materials, workplace safety training/consultation, adult learning, and/or product development. An advanced degree in a relevant field may be substituted for up to 3 years experience.
3. Demonstrated ability to apply principles of adult learning and learning styles to workplace safety training.
4. Demonstrated ability to work independently with proven decision-making and problem solving skills.
5. Strong project management skills and the ability to execute large-scale initiatives in a complex, matrixed environment.
6. A strong customer service orientation and collaborative work style is critical. Team oriented and self-motivated.
7. Superior oral and written communication skills with demonstrated ability to design and deliver reports.
8. Excellent critical thinking skills and analytical ability, including the ability to think creatively and facilitate the development of concepts into training products that meet customer needs.
