Job Description
Supervises Gas Transmission, Storage, Product Extraction, Production and Gathering staff to ensure system safety and reliability. Provide technical and administrative assistance, work direction, planning and training to local staff. Assist Manager in the preparation and administration of both capital and O&M budgets. Provide technical subject matter expertise, and technical support for High Pressure Gas operating personnel, High Pressure Engineering, and Asset Management. Supports attainment of corporate, business area and departmental goals and objectives. Performs all duties and functions of Gas Operations Technical Specialist. Approves O&M work orders and authorizes expenditures for monthly costs associated with the operation of the High Pressure system.
Essential Responsibilities
  • Identify, prioritize, schedule and manage the daily work activities associated with pipelines, underground storage, compressor stations, residue plants, purchase points, sales points, SCADA systems and gas quality control points in the High Pressure Gas System. Manage the internal and contract work force to insure effective and efficient system operation and regulatory compliance. Administer the bargaining unit agreement. Supervise both bargaining and non-bargaining employees. Provide technical direction and support to the team. Stay abreast of new technologies and current industry practices.
  • Directs all field operations activities to ensure safe, reliable and cost effective gas transmission systems, production systems, product extraction plants, and storage facilities. Promote a safe work environment; conduct safety site audits and accident investigations. Manage O & M budgets for area to insure financial goals are met.
  • Primary contact and responsibility for problem resolution involving employees, internal and external customers, and contractors. Responsible for compliance with Xcel Energy standards, federal, D.O.T, state and local regulations. Has responsibility for providing training and overseeing the training of employees. Has FAR responsibilities for Apprentices.
  • Provide technical subject matter expertise in the construction, operations and maintenance of transmission gas systems, production systems, product extraction plants, and storage facilities. Act as the primary technical resources for employees to resolve problems and issues pertaining to the construction, repair, and operation of high pressure gas systems and components. Responsibilities include on call duties and managing emergency situations.
  • Develop a daily work plan in coordinating with the Operations Manager to meet the requirements of the Gas Transmission system production systems, product extraction plants, and storage facilities.
  • Maintain data integrity within the various systems used to manage daily work and scheduling activities. Manage and coordinate daily work schedule, which includes multiple crew complements and multiple locations of work. As needed, request locates, insure materials are available, and coordinate all equipment to complete the work.
  • Has managerial responsibility to hire, coach, counsel, develop, motivate, discipline, etc. assigned employees.
  • Other duties as assigned
  • High school diploma or equivalent
  • Bachelor's degree in business administration, construction management, engineering or technical discipline (6 years experience in related field may substitute for the degree)
  • 5 years experience in design, construction, operations or maintenance of gas transmission systems
  • Expert level knowledge of gas transmission system construction, operations, maintenance standards & procedures and applicable government regulations
  • Knowledge and ability to administer and work within union labor agreements
  • Ability to develop effective working internal and external relationships with diverse work groups and levels of authority
  • Subject to D.O.T. drug and/or alcohol testing requirements
  • Knowledge of PC and mainframe computer applications and analytical software
  • Proficient in the use of Microsoft Office suite
  • Must live with in 30 miles or 30 minutes of the Campion HP Service Center.
Preferred
  • 2 years supervisory experience
