The Nuclear Energy Supply Group at Xcel Energy is currently seeking a Security Director. This position is responsible for directing the development, implementation and ongoing operations of the nuclear security program for Monticello and Prairie Island Nuclear Generating Stations. The position is accountable for all aspects of the nuclear security program. This person also provides oversight for the site Security Managers, the Manager of Programs and Tactical Response, and the Manager of Access Authorization and Fitness for Duty. The Director, Security also identifies strategic initiatives for the fleet and initiates plans and systems to support these initiatives. Essential Responsibilities
- Provide centralized management of the security force, to include establishing performance goals, objectives and key performance indicators, staffing requirements and related activities; maintain standardization between the sites; and provide ownership of the nuclear security program for the fleet.
- Manage the labor contract(contracts) with the security guard force unions for both sites, including contract negotiations, labor/management meetings, and grievance resolutions/arbitrations. Provide contingency planning to ensure uninterrupted protection for the safety and security of the public in the event of workforce unavailability. Promote high morale and a Safety Conscious Work Environment, establish and maintain trust between the security force and management.
- Provide oversight of site managed security departments, and ensure standards and expectations are clearly defined and adhered to. Provide for mentoring of the Security management organization at the fleet and site levels. Supports the ongoing operations of the sites and is jointly accountable with site personnel for the sites meeting their excellence plans. Meet with site management as appropriate to support company goals.
- Ensure compliance with NRC regulations, orders and directives, both current and future revisions. Manage the nuclear security contact with the NRC (HQ and Region III), NEI and other utility organizations, as well as federal law enforcement agencies.
- Responsible to attract, recruit, and retain a highly trained and motivated staff and proprietary security force. Provide work direction and oversight for the site Security Managers, fleet Manager of Programs and Tactical Response, and fleet Manager of Access Authorization and Fitness for Duty. Establish and implement guidance for security operations at the site and fleet levels.
- Manage a standardized access authorization and fitness for duty program, to include common vendors and outage in-processing support.
- Manage the development and implementation of a fleet budget, and provide oversight of site managed security department budgets.
Required Ability to effectively communicate (both written and verbal). Ability to effectively interface with all levels of the organization (individual contributor to executive) as well as with outside agencies (Local law enforcement, Nuclear Regulatory Commission staff). Have a minimum of ten (10) years of security experience including 5 - 7 years of experience in the commercial nuclear power security field. A minimum of five (5) years supervisory experience. Demonstrated knowledge of applicable codes and standards as related to the security requirements for a nuclear power plant. Bachelor's degree in business or security related fields preferred. Experience level should be sufficient to demonstrate credibility with site staff, site leaders and executive leadership.
A condition of employment will be successfully obtaining and maintaining General Security Clearance and a Nuclear Security Clearance for unescorted access to Xcel Energy nuclear plants including successful completion of nuclear General Access Training (GAT) and the nuclear security screening process (typically consists of an alcohol/drug screen, a criminal history check, a psychological assessment, initial credit and background investigation and periodic credit & criminal history checks).
