NOTES: PRIMARY FOCUS will be in the areas of ELECTRIC Project Management (Substation, Switching Station and Outside Plant), including potential 230kV Transmission Projects. This is a "Project" function designed to support the project work currently in DP&C for a duration of 3 to 5 years in duration (defined employment start and termination date). Which carries certain Benefit Limitations (i.e., no separation benefits). Director Level approval and waiver will be required to bid on other PSEG opportunities and incumbent will not be able to bid on any new opportunities until the last 12 months of the defined employment assignment. This is a multi-level position (Grade Level 8 / 9); the title, grade level and incentive target assigned to the successful candidate will be determined by assessing skills and related experience learned through the interview process. Responsible and fully accountable for the full life cycle management of multiple multi-discipline Electric, Gas or Other Utility projects from time of assignment forward through closeout and turnover to operations to ensure that project objectives are achieved within approved budgets and schedules. Individual projects can be expected to range from small ($500K) to moderate ($20 mil) to large (over $100 mil) in value. Retain all accountability for cost and schedule performance of assigned projects. Lead and direct the project teams. As requested, lead business case development for projects to identify scope and gain Utility / URB and, if required, corporate / CRB approvals. Maintain project plans and schedules, conduct project reviews, resolve issues and get required associates and groups involved to ensure that the project plans are professionally and comprehensively planned and executed. Represent the Company with the General Public and Public Officials and Planning/Zoning Boards and other Regulatory Bodies, including testimony, as required, to gain necessary project approvals. Ensures full compliance with all environmental regulations and statutes. Ensures that jobsite safety plans are prepared for all projects, that tail board talks are conducted and JSO are prepared. Manage the successful completion (i.e., safely, within scope, on schedule and within budget), lead and direct all aspects of the assigned projects working with a team of associates and contract employees with skills, accountabilities and expertise for scope development, project estimating, funding approval, engineering and design, scheduling and cost analysis, licensing and permitting, outage planning, scope change control, preparation of specification and bids, procurement of material and services, construction, EH&S and commissioning from the project’s initial planning and development phase, through preliminary and detailed design, construction, start-up, turnover to delivery operations and close out phase. The Sr. Project Manager may be required to lead and manage a group of Project Managers in the execution of assigned projects providing coaching and guidance; monitoring of and appraising performance. Requirements: Candidate must possess the following education, experience, technical skills and behaviors: BS in engineering, business, or construction-related field or equivalent experience. Project Management Professional (PMP) certification desired with a requirement to obtain within 12 months of hire date; 5 - 10 or more years of Utility operations and/or construction/ project management/project controls experience. 3 - 5 years experience managing and/or controlling small to moderate projects up to $ 50M. Working knowledge of Safety Tagging Practices and Procedures. Working knowledge of the PJM Planning processes. Working knowledge of PJM rules for the scheduling of Transmission Outages. Safety first orientation. Working knowledge of or demonstrated ability to learn and adhere to PSE&G job related safety rules, practices and procedures. Knowledge of construction-related processes. Excellent communicator, schedule-oriented, analytical with respect to processes, ability to establish courses of action for self and others. Must have experience with Project Management software including cost and scheduling software, preferably SAP and P3-P6. Knowledge of applicable environmental regulations and statutes. Desired: Proven management experience. 5-10 years of Electric / Gas field operations experience in a supervisory or management role. 3-5 years of experience in Electric Distribution/ Transmission equipment engineering/ design role. 5-10 years of Electric Transmission field construction experience. Knowledge of Electric and/or Gas Delivery work management practices and procedures. Knowledge of electric Asset Management practices and procedures. Estimating experience, preferably for Electric T&D facilities and project controls experience. Working knowledge of WBS structure and schedule creation including experience with Primavera and/or Microsoft Project. Experience in or knowledge of the Design and Operation of the Electric Delivery system and its components. Advanced degree in Management, Business or Engineering. Professional Engineering License. | |
