Job Description

Position Summary: Plans, directs, organizes and controls the Plant Engineering, Contract Maintenance, and Quality Control/Quality Assurance departments to ensure safe, cost effective and efficient production of electricity from Seminole Generating Station.

 

 

Minimum  requirements:

Education

Requires a Bachelor's degree in an engineering-related field with additional specialized training in power plant design, operation, testing, and construction.

 A State of Florida Professional Engineering license is preferred. Additional education in the field or advanced degree is a plus

Experience

Ten years of progressively responsible power industry management experience, preferably combining modern power plant operations, maintenance and/or construction/startup.    Additional experience in engineering specification development, project tracking and interfacing with consultants, vendors and government regulatory agencies.  Strong supervisory experience over multiple disciplines is required.

Abilities

Extensive knowledge of power plant design, power generation facility operations and a complete understanding of engineering principles required. Has detailed experience with equipment applications, construction materials and maintenance/construction practices and contract maintenance oversight.  Negotiating skills are required as well as a thorough understanding of business law and contract development. Must have a thorough understanding of contract commercial terms and conditions language.  Must possess a thorough understanding of Maintenance Quality Management programs and tracking maintenance continuous improvement metrics.  Must possess a thorough understanding of Non destructive examination and testing protocol and provide skilled interpretation of associated results. Capable of supervising and directing technical personnel and posses strong cost accounting principles.  Must be able to effectively communicate and coordinate and successfully interface with internal and external organizations. Must have exceptional presentation and facilitation skills.

Working

Conditions

General office environment.  Is expected to work in all areas of the plant with accompanying temperature extremes, dusty conditions, high noise levels internal equipment inspections and inclement weather.  Must wear hard hat and safety glasses. May be required to use other personal protective equipment such as hearing protection and respiratory protection.    Subject to call at all times.  Light, occasional travel to various locations in state and out-of-state to attend training or meetings with consultants and equipment suppliers is required. Must possess a valid Florida driver's license and an acceptable Motor Vehicle Report.

 

Essential Functions:

 

* Establishes objectives; evaluates and corrects problems; organizes the efforts of multiple groups; creates and implements long and short term plans and schedules; creates and controls O&M, Work Order budgets and facilitates open communication among work groups, at SGS and the corporate office.

 

 *Optimizes the roles of the Plant Engineering, Contract Maintenance, Quality Control/Quality Assurance, Plant Maintenance and Generation Engineering groups in providing quality, cost effective projects and maintenance of equipment at SGS.

 

 

 

* Develops sound quality assurance procedures that describe in detail the entire quality assurance/quality control process.  These procedures will incorporate goals, requirements, responsibilities, processes matrices and stakeholder involvement.

 

* Manages quality support functions including quality planning, preventive action, non-conformance control, corrective action, audits and quality reporting and review.

 

* Develops, gains consensus, provides training on and over sees implementation of craft specific written procedures and practices with a goal of establishing inspection requirements at critical points in the work process, identifying specified metrics for work tasks, indentifying and correcting inferior workmanship, reducing rework and enhancing equipment service life.

 

* Develops, recommends and implements a written Root Cause Analysis (RCA) program for SGS. Establishes a SGS RCA team comprised of multiple disciplines.  As a result of RCA investigations, the team will provide options and solutions to Management for high level plant problems, including modification to plant procedures.

 

* Manages, coordinates and provides direction to the Engineering, Contract Maintenance and Maintenance departments for capital, expense and O&M funded projects.

Reviews capital and expense project proposals from the Plant Engineer. Provides detailed planning for three years in the future and general planning for 10 years in the future.  Manages a project cost tracking, scheduling and reporting system for work plan items.

 

 

 

* Prepares an annual departmental budget.

 

* Reviews and approves invoices from primary consultants and contractors supporting projects to ensure compliance with contract terms and conditions.

 

* Approves work orders, purchase orders and budgeted items within limitations of budget, policies and procedures.

 

* Plans, organizes, manages and directs the work of departmental personnel to maximize       performance and individual development to achieve departmental and Cooperative goals.

 

* Participates in the development of Cooperative and divisional short term and long term goals and objectives.
