Position Summary Outage Planning & Scheduling Supervisor is responsible for the development and maintenance of integrated refueling outage plans & schedules for Unit 1 and Unit 2 consistent with approved programs, policies and procedures. The Outage Planning & Scheduling Supervisor is responsible to schedule all work activities necessary to safely & efficiently execute Surveillances, Preventive, Repetitive, Corrective, Elective, Other and Modification related work activities during outage periods. Outage Planning & Scheduling Supervisors shall optimize outage strategies, plans & schedules to ensure effective resource utilization, plant availability and reliability while maintaining operational safety. Primary Responsibilities The major duties and responsibilities for the Outage Planning & Scheduling Supervisor include the following: • Owner of the Outage Schedule. • Providing direction to the Discipline Schedulers - Outage and Project Managers-Nuclear as assigned. • Develop and publish logic tied, resource loaded outage schedules for Unit 1 and Unit 2. • Develop pre-outage & post outage schedules and coordinate these schedules with on line activities to ensure a well defined balance between successful on line and outage activities. • Develop outage strategy & scope. Evaluate, plan and coordinate scope, preliminary logic ties and the implementation strategy for all System/FEG work activities identified for the outage. • Maximize overall equipment availability and reliability by balancing on-line and outage activities. • Develop outage strategies, plans and schedules that maintain Technical Specification requirements for outage related activities including appropriate S/D risk management and PRA practices. • Minimize outage duration for forced and refuel outages. • Identify, document and report all known restraints on the outage restraint list: Identify issues, material EWRs, modifications, walk downs, procedures, RIEs, vendor support, etc., providing owner & completion dates. • Review and validate initial resource estimates and schedule durations for all work activities identified for the outage. • Identify work schedule strategies for the outage work scope: ATC, 2 10s 5 8s, etc. and provide initial resource curves for available personnel to support the outage. • Identify work activities that represent ALARA challenges such as Drywell work, RWCU, Refueling Floor Activities, etc. • Conduct integrated schedule reviews. • Conduct outage readiness reviews. • Conduct outage risk assessment reviews in support of ORAM analysis. • Ensures outage schedules conform to scheduling standards established by Technical Specifications and scheduling guidelines. • Attend and support outage improvement team meetings. Provide input and support. Obtain feedback on process improvements for future outages. • Ensuring performance standards for subordinates are understood and periodically evaluated in accordance with company policy. • Develop and implement individual development plans for subordinates. • Ensuring ongoing industry involvement for outage planning & scheduling improvement through activities such as: benchmarking, industry working committees, owners groups, participating in assist visits, etc. • Emergency Plan Support Perform NERO duties and responsibilities as qualified and assigned. • Outage Role - Outage Scheduler. • Training & Qualifications Maintain and improve qualifications and proficiency for the duties and responsibilities associated with the requirements of Outage Planning & Scheduling Supervisor. • Leader / Active Participant / Member of the following station committees: • Co-Chair Outage Core Team • Outage Improvement Teams (HIT Teams) • Outage Review Board (ORB) • Daily Outage Meetings • Other committees as assigned • Owner of the following procedures and guidelines • PSP 05, Final Outage Readiness Assessment • PSP 06, Outage Handbook • PSP 07, Pre Outage Briefing • PSP 09, P3 Outage Coding Format • PSP 14, Post Outage Assessment • PSP 18, Forced Outage Readiness Team Candidate Qualifications Candidates must meet the basic qualifications to receive consideration. Basic Qualifications 1. BS Engineering/Sciences or equivalent nuclear plant experience. 2. Knowledge of nuclear plant operations in the form of a Senior Reactor Operator license, Shift Technical Advisor, plant specific certification or equivalent. 3. Established communication skills. 4. Demonstrated leadership skills. 5. Familiarity with (or ability to learn) the following: - NIMS – Work document review, component information and modification process; knowledge of work implementation and Work Management Process. (for internal candidate only) - P-3 – Develop P-3 work windows, logic ties and resource manpower loading; capable of obtaining various P-3 reports; develop pre-outage, outage, post outage & forced outage reports required for operational outage activities. - ORAM - EOOS Risk Assessment tool 6. Valid driver’s license required. Preferred Qualifications 1. A thorough knowledge of power plant operations including system interactions and impacts. 2. Competent understanding of nuclear power plant policies and procedures. 3. A working knowledge of nuclear power plant technical specifications & station requirements.
