Position Summary Supervise and Manage the acquisition of Transmission and Distribution Right of Way and related land rights by organizing, training, directing, and motivating Right of Way Agents located in various Regions throughout the PPL System. Insure that the Standards of Integrity are met while balancing the needs of the company and the rights of property owners. Meet established schedules for all projects to insure the most effective use of PPL resources. The incumbent has the Authority to grant/deny permission to others to utilize PPL owned right of way easements, agree to conditions set forth in right of way agreements with the PPUC, and other agreements requiring acceptance on behalf of PPL. Authority to relinquish transmission and distribution easements that are no longer required by PPL, and authority to settle crop/property damages. Responsible for developing, coordinating and implementing policies and procedures related to right of way activities and to act as primary interface between Office of General Counsel, Transmission and Distribution Engineering, Real Estate Services, and Community and Economic Development. Primary Responsibilities 1. The incumbent defines, delegates and oversees the activities and responsibilities of Right of Way Agents (8) in an effective manner so that Corporate and Department goals can be achieved by:

- Providing direct supervision and guidance of Right of Way Agents systemwide regarding acquisition of transmission and distribution right of way, in depth court house research and related deed plotting, estimating fair market value of easements, property owner identification. Monitoring quality of R/W agreements and associated plans to insure that they meet professional standards.

- Familiarity with PPUC regulations governing right of way, SPI’s, awareness of environmental regulations, condemnation process, Boards of View, acquisition and negotiation process, settling related damages, securing releases of mortgages and other liens and processing of encroachment request to utilize PPL right of way.

2. Assure a competent, motivated, effectively utilized staff by managing and directing its selection, organization, training and development, performance appraisal and compensation.

3. Recognize and implement recovery of Right of Way associated with Transmission encroachments when existing easements no longer meet the needs of PPL. Familiarity with practices and procedures regarding the installation of Fiber Optics and the installation of PCS Systems on PPL right of way and distribution facilities.

4. Authority to bind PPL regarding right of way and encroachment agreements, relinquishment of agreements, crop and property damage settlements, PPUC and other agreements requiring acceptance on behalf of PPL. Negotiate difficult or sensitive right of way and encroachment issues requiring technical or supervisory expertise.

5. Coordinate projects and act as Liaison between Right of Way and T & D Engineering, FS Design, Office of General Counsel, Real Estate Services, and other Departments as required. Coordinate Liaison activities to insure that commitments made during negotiations are met. Promote the Company’s interests and public relations in all dealings with the public.

6. Contribute to the achievement of Corporate Goals by effectively administering established policies and programs including those pertaining to safety, affirmative action, counseling, productivity, goal setting and work planning.

7. Identify, develop, coordinate and implement policies, procedures, directives and instructions related to the right of way program. Maintain a Right of Way Manual to standardize practices and policies system wide.

8. Assure that necessary training is made available to ensure that the Right of Way Team is kept abreast of the latest and most effective negotiating techniques and enable land and land rights acquisition in a timely and cost effective manner. Set the standard necessary to achieve and maintain a high degree of integrity within the work Team, ensure ethical negotiations and foster professionalism. Candidate Qualifications Candidates must meet the basic qualifications to receive consideration. Basic Qualifications 1. Technical and Business-Related Knowledge or Skills Required:

- Minimum of five (5) years field experience in right of way and land management work required however ten (10) years is preferred.

- Knowledge Requirements: A thorough understanding of Real Estate Law, terminology, procedures and practices. Superior oral and written communications, proficiency in various computer applications, negotiations, public relations, and leadership, administration, workload and time management, record research. Demonstrate ability to Lead, Supervise, and Motivate others.

2. Technical Skill Requirements: Corporate structures, policies and practices and procedures: engineering and construction requirements; legal contracts and agreements, personnel development, management and supervision; functional liaison.

- Educational Background Or Professional Designation Required:

- Two-year college degree: Minimum 2 year degree in Real Estate, Business, Accounting or Environmental Management. (or equivalent experience).

- Other: Satisfactory completion of all requirements and recommended Right of Way and Real Estate Courses as set forth in the PPL Right of Way Manual.

- Professional Designation: Pennsylvania Notary Public appointment required. Membership in Pa. Association of Notaries and International Right of Way Association recommended.
